Policy Act office (MEPA) , <br /> Rob Gatewood from Barnstable Conservation Commission, DEP <br /> Southeast Wetlands Section Chief Liz Kolaharis, Division of <br /> Marine Fisheries, DEM covered DEP Waterways, and Army Corps <br /> f Engineers. Dr. Gordon showed a rough sketch of the permitting <br /> schemes that meed to be followed starting with local, State <br /> and Federal stages. There are also some other permitting groups <br /> that were not represented such as the Natural Heritage Society <br /> that looks out for birds. Highlights from the meeting are as <br /> follows <br /> Massachusetts Environmental Policy Act MEPA suggested filing <br /> with therm first before Con Corm upland disposalg <br /> f dredge spoils <br /> is tricky and difficult; may need easements from lana owners <br /> for fishing, fowl and navigation between high and low water <br /> in perpetuity to put sand from public areas on to a private <br /> beach which may be a problem in Po ponesset ; disposal is tough, <br /> dredging is easy, <br /> DEM is not a regulatory agency; they provided $1, 000, 000 for <br /> the County dredge and associated equipment and can also provide <br /> technical assistance. When asked if towns have a large <br /> project and cannot do it with the County dredge can you apply <br /> for State funding, the answer was reluctantly yes, <br /> Dick Foster (MEPA) stated you meed MEPA review for over 10, 000 <br /> cu. yds. , and MEPA reviews the activities of other State <br /> agencies. If review is needed, they will tell you what items <br /> need to be addressed in an EI (Environmental Impact Report) , <br /> He suggested that one person on town staff be the liaison for <br /> all these dredging permits. You have five years to start <br /> project without further review. Most towns hire engineers to <br /> get permits. <br /> Rob Gaylord (Barnstable Conservation Agent) stated dredging <br /> is generally approveable but there are upfront requirements <br /> i.e. you need stamped plans) . You have to watch resource <br /> area impact to shellfish, eel. grass, finf ish, sediment duality <br /> disposal, etc. It is easier to obtain permits for projects <br /> in which dredged material~ is placed on a coastal beach rather <br /> than into the ocean or into an intertidal area. Theme i <br /> agreement to look into giving more available time for dredging <br /> rather than following windows when fish are spawning. You want <br /> a l and 6 slope for dune building; under the water 3 and 1 slopes <br /> are typical. Never forget the expiration dates of permits <br /> because novae else is watching. There are 13 out of 14 towns <br /> who turned in their dredging permit applications, Ma hpa being <br /> one of them. <br /> Liz Koulaheras of DEP Southeast is concerned about sediment <br /> quality; she likes core samples vs. grab bag samples.
