Mr. Tilton <br /> seconded the motion. All voted unanimously, <br /> Discuss 2011 Tonnage <br /> Chairman Elliott reported that he was still waiting for the December alternative dumping site <br /> tonnage from the Falmouth Board of Health. The Chair indicated that tonnage for the year was <br /> approximately 1,504 tons short, which would be reduced based on the figures that would be <br /> reported by the Board of Health. Ms..Laurent stated that SEM-ASS confirmed the total annual <br /> tonnage received was 3 5,66 1.S6, which did not include the alternative dumping site amounts <br /> reported by the Board of health. Ms. Laurent recommended, and Board members agreed, to <br /> defer the issue until the February meeting. <br /> Discuss Holidays <br /> Chairman Elliott reported that a hauler expressed frustration that the UCRTS was closed on the <br /> days after Christmas and New Year's Day. .The Chair stated that a letter listing the holidays, and <br /> whether the Station was opened or closed, had been sent to each of the haulers in October. Mr. <br /> Jack confirmed that the letter was sent from his office. Ills. Laurent noted that the holidays fell <br /> on Sunday this year and that Union contracts dictated that the holiday be observed the day after, <br /> on Monday. Ms. Laurent suggested reviewing the holidays and any unique circumstances that <br /> may result. Mr. Cavossa expressed concern about holidays falling on Monday becoming <br /> problematic when haulers pick up trash on Saturday and the Station closes early on Saturday, all <br /> day Sunday and Monday. Ms. Laurent noted that, as a private operation, Mashpee's Transfer <br /> Station may,also be in a similar situation since they would not be affected by a Union contract. <br /> The Chair stated that the UCRTS was typically closed only on Thanksgiving, Christmas and <br /> New Year's Day, It was confirmed that the Transfer Station was open for the 4' of July and <br /> Labor Day. There was discussion about the necessity of staying open on those days since <br /> restaurants and hospitals would be open, requiring trash services. Chairman Elliott reported that <br /> 97 tons were received on the 4of Jul and 120 tons were received on Labor Day. Ms. Laurent <br /> �' y <br /> recommended that the holidays be considered as to how they fall during the year and Mr. <br /> Goddard recommended that the schedule be released well in advance to inform interested parties. <br /> Discuss Inter-Municipal Agreement <br /> Mr. D. Barrett referenced the previous meeting and the suggestion that a committee be created in <br /> order to move forward with decisions about the UCRTS, and suggested the possibility that the <br /> Board of Managers review the IMA and other potential uses of the Transfer Station. MIs. Laurent <br /> agreed but suggested that the decision about creating a committee would not be her decision. <br /> Ms. Laurent stated that Town Managers and/or a member of the Board of Selectmen should be <br /> involved since direction of the UCRTS would ultimately be their decision. Chairman Elliott <br /> stated that the Board of Managers could make recommendations to the Board of Selectmen <br /> and/or the Town Managers. Mr. D. Barrett pointed out that the Board of Managers had been <br /> appointed to assess and make recommendations to each Town's leaders. Chairman Elliott <br /> inquired about combining the Board of Managers with the Town Managers. Ms. Laurent agreed <br /> that the Town Managers should be involved at the start. Mr. Tilton agreed that the Board of <br /> Managers had been created as a decision making body and that Boards of Selectmen would <br /> expect.the Board of Managers to make decisions, keeping the Board of Selectmen informed.
