Tilton suggested the possibility of inviting Town Representatives to attend meetings at the <br /> appropriate time. Mr. D. Barrett agreed. Mr. Segura emphasized the importance of seeking <br /> further clarity from DCAM, the State Police and Falmouth residents regarding future usage of <br /> the property. Mr. Segura recommended that hard data was needed in order to develop a clear <br /> plan, particularly if change of use was being considered. Mashpee Selectman Mike Richardson <br /> agreed that the Board of Managers were experts on the topic but expressed his interest in being <br /> involved early on in order have questions answered during the process rather than after the final <br /> presentation. Selectman Richardson recommended inviting Town Representatives to attend the <br /> meetings. Mr. D. Barrett suggested creating the group,then beginning the process, and inquired <br /> whether the Board was in agreement that they be responsible for answering the tough questions <br /> or whether a separate committee should be created. Ills. Laurent agreed that the first step was to <br /> gain a better understanding about what uses would be allowable at the property. Ms. Laurent <br /> suggested that, at a minimum, Town Managers and Boards of Selectmen should be invited to <br /> attend meetings and receive copies of agendas and minutes. <br /> Mr. Tilton inquired whether decisions about the UCRTS would drive each town's future plans <br /> for disposal or would the towns' plans drive the decisions about the UCRTS. Chairman Elliott <br /> noted that threey ears remained in the existing contract. Mr. D. Barrett stated there should be <br /> consideration about the ways in which the UCRTS could benefit all three towns and their efforts <br /> to address solid waste, as well as making a decision about the destination of the solid waste. <br /> Mr. Cavossa stated that Mr. Tilton's point was very important, suggesting that a public/private <br /> pp <br /> artnershi create by 2015 may provide a third option. Mr. Cavossa discussed the benefits of <br /> competition and its effect on pricing, particularly as there were only the two end disposal options <br /> of SEMAS S and Bourne. Mr. Cavossa suggested that a.public/private partnership at the UCRTS <br /> would benefit members of the community by keeping pricing competitive. Mr. Cavossa also <br /> recommended that haulers' input be allowed at committee meetings. Mr. Cavossa noted that he <br /> had recently been permitted to offer recycling in his yard and indicated his need to install a scale <br /> and compactor, adding the possibility of utilizing the UCRTS through a public/private <br /> relationship. The Chair noted that Mr. Cavossa's company had violated their permit by <br /> transporting waste elsewhere,,causing waste shortages at the UCRTS, and added that the <br /> p g <br /> Transfer Station was created to benefit the municipalities, not private haulers. The Chair <br /> suggested that private haulers not be members of the committee. Nis. Laurent added that private <br /> gg <br /> haulers could be involved by receiving meeting notices and by sharing their input. Mr. Tilton <br /> recommended that the Rail also be invited to attend. Mr. Cavossa responded that, as a business, <br /> he made decisions to keep company any afloat, viable and profitable, and during the past year, he <br /> p <br /> did everything he promised to do. <br /> Mr. Mustafap ointed out the need to post meetings as per the open Meeting Law. In addition, <br /> Mr. IVMusatafa emphasized the need to seek further information from DCAM regarding allowable <br /> uses of thero ert in order to move forward. Ms. Laurent inquired about when the property <br /> p p y <br /> would be transferred back to the State and NIS-. Segura responded that it was still in flux, but that <br /> it would occur. Mr. Segura stated that the Air Force was getting out of the business of allowing <br /> others to use property that did not belong to them.through"consent." NIS-. Segura noted that the <br /> Massachusetts Air National Guard, through the Air Force, had become responsible for the <br /> property where the UCRTS was located. Mr. Mustafa recommended that the ANG be involved <br /> p y <br /> in the conversation.
