Mr. Cavossa inquired about the number of customers lost <br /> and Mr. Tilton indicated that he was unsure but that there were currently 5,500 sticker holders. <br /> Tont Cipolla and Rich O'Connor, representing Covanta SEMASS, arrived at the meeting. <br /> Chairman Elliott thanked SEMAS S for the rate reduction offered last summer which resulted in <br /> significant increased tonnage over the last six months, saving the towns money. Mr. Cipolla <br /> indicated his hope to continue to offer the price structure, guaranteeing it at least to the end of <br /> March when the agreement will be re-evaluated. Ms. Laurent inquired whether additional . <br /> information was needed from the towns to assist with the decision nuking process. Mr. Cipolla <br /> responded that no information was needed from the communities but that the reassessment <br /> would be based on proposed tons and other opportunity tons. Mr. D. Barrett stated that it was <br /> fantastic for Covanta to extend the reduced rate and noted its impact to the station. <br /> Discussion: Committee to Discuss Future of UCRTS <br /> Chairman Elliott stated that the UCRTS could not appoint the Committee but that it would need <br /> to be appointed by the Town Managers and Boards of Selectmen. The Chair opened up <br /> discussion from the Board of Managers as to how best to create a Committee. Mr. D. Barrett <br /> suggested that the Board of Managers evaluate the options for the-UCRTS and then make <br /> suggestions back to the Boards of Selectmen and Town Managers. .Mr. Richardson agreed that it <br /> would make sense. Ms. Laurent wished to ensure that each member of the Board of Managers <br /> was responsible for keeping their Town Managers and Boards of Selectmen fully informed so <br /> that an ultimate recommendation would not be a surprise, thereby delaying implementation. Mr. <br /> Richardson recommended that the Board of Managers be receptive to inquiries from.the Town <br /> Managers and Boards of Selectmen. Other members were in agreement that the Town Managers <br /> and Boards of Selectmen be Dept informed. <br /> Discussion: Future UCRTS Operations <br /> Mr. D. Barrett spoke to the southeast region DBP who recommended that proposals be made for <br /> consideration. It was suggested that they were not necessarily opposed to any particular proposal <br /> but that anything that could benefit communities on a regional basis would likely be supported. <br /> Ms. Laurent inquired about the status of Yarmouth's privatization efforts. Mr. Cavossa <br /> responded that the RPP had been released, with some interest, but that the RFP was very <br /> aggressive and would not make much financial sense for a private hauler. Ms. Laurent <br /> recommended acquiring a copy of Yarmouth's RFP. Mr. Cavossa suggested that interested- <br /> parties <br /> nterestedparties would likely include end disposal sites and/or the largest customers. Mr. Cavossa <br /> suggested that the UCRTS invite interested parties to offer suggestions and ideas for the future of <br /> the UCRTS. Mr. O'Connor stated that Yarmouth was in the same position as the UCRTS with <br /> waste volumes dropping due to increased recycling and pay-as-you-throw programs. Mr. <br /> O'Connor emphasized the need for volume in order for the Transfer Station to work efficiently. <br /> Mr. Cavossa suggested that the value may not be in municipal solid waste but that efficiencies <br /> could be achieved by adding recycling. Mr. Tilton inquired whether Covanta SE A.S S would <br /> be interested in the UCRTS and Mr. Cipolla responded that if it were an adequate amount of <br /> volume that could generate money, there could be interest in reviewing the options. <br /> Mr. D. Barrett agreed that increased recycling was the future and suggested that the UCRTS may <br /> be placed strategically to address the issue. Mr. D. Barrett agreed with Mr. Cavossa about <br /> 2 <br />
