SEMASS and the resulting increased tonnage. <br /> Including alternate disposal, tonnage reported in Falmouth that was tipped elsewhere, slightly <br /> lower fees resulted for each scenario. Ms. Laurent suggested whittling down the UCRTS' <br /> tipping fees in order to make the facility competitive in light of SEMASS' $7-$8 commercial <br /> rate increase. <br /> Mr. Cavossa responded positively to the possibility of a reduced tipping fee at the UCRTS and <br /> recommended that the Board of Managers also push back SEMASS, noting that it was unfair to <br /> increase rates when tonnage would be decreasing. Mr. Cavossa also recommended that the <br /> UCRTS consider collecting commercial tonnage from other communities, making it legal in the <br /> bylaw. The Chair suggested the need to eliminate Falmouth Board of Health's bylaw allowing <br /> tipping at alternate disposal sites, noting the loss of the tipping fee but with a required payment <br /> pp g p <br /> to the rail. Mr. Cavossa emphasized the importance of business relationships and loyalty and <br /> competition for rate reduction. There was discussion regarding Cavossa's increased tonnage <br /> when the commercial rate was reduced. There was further discussion regarding the towns' <br /> contracts with SEMASS and the possibility of accepting commercial waste from other <br /> communities that were not currently members of the UCRTS facility and the challenges of <br /> obtaining reimbursement from commercial haulers. <br /> IVIS. Laurent made a motion to adjust rates effective November I to be in line with <br /> SEMASS to $17 per ton for commercial and $54 per ton for residential. <br /> Mr. Goddard inquired whether further push back would be effective toward SEMASS regarding <br /> the rate. Ms. Laurent indicated that she would ask SEMASS to reconsider their rates, adding that <br /> the UCRTS would be doing their part by lowering rates by $2 per ton. NIS-. Cavossa reported that <br /> SEMASS would likely lower their rates to $20 per ton when they were low on trash and <br /> suggested that rates should be lowered overall rather than lower it significantly for one particular <br /> month. <br /> Mr. Tilton seconded the notion. All voted unanimously. , <br /> Ms. Laurent will send correspondence to the haulers notifying them of the fee change along with <br /> a letter to the rail. <br /> Update/Discussion: CCSWAC from Paul Tilton <br /> Mr. Tilton stated that there was no update at this time, but expected more information for the <br /> next meeting. <br /> OTHER BUSINESS <br /> Discussion of Future Agenda <br /> Mr. Cavossa inquired whether there had been discussion regarding the future of the UCRTS and <br /> the possibility of incorporating recycling at the site. The Chair suggested that the member towns <br /> may not have sufficient recyclables to open a recycling facility. Ms. Laurent noted that future <br /> use of the facility would depend upon the impact of the expiring contract. Mr. D. Barrett stated <br /> that Bourne realized the,value of the facility and were working hard toward developing options <br /> for partnering towns. Mr. D. Barrett agreed that the facility could potentially serve as an ideal <br /> site for recycling. It was suggested that the issue be added to the next agenda. <br /> 2 <br />
