IASHIREE TOWN HALL BUILDING COMMITTEE
Minutes for
April 19, '1995
Members Present: Jim Vaccaro, Ray Martini, C.L. Naegelin, Bob Fox, Charlie
Buckingham
Ex- fficios Present: Bill Hauck, Bob Whritenour
Also Present: Tadhg Sweeney, Donham & Sweeney, Inc. Architects
The tweeting of the f ashpee Town Hall Building Committee was called to order b
Chairperson Jim Vaccaro at 3:25 p.m. on April 19, 1995.
Jim began the meeting by asking Tadhg Sweeney r of Donham & Sweeney, Inc.
Architects to present his cost findings for the proposed renovation/restoration of the
Town Hall based upon the Committee's request from the previous meeting. Tadhg
passed out to all members a revised Cost Breakdown based upon the proposed $1.5
million budget. He explained what items the proposed cost breakdown would include
by going through each item on the handout. He explained that among these items were
the new plumbing, HVAC, electrical, and alarm systems, and an expanded telephone
system; an elevator system with four stops, and waterproofing that was required. He
also stated that the contingency amount was calculated at % rather than the usual
10% that he would prefer to use. Jim stated that this would not allover for the space
requirements that were needed. Tadhg stated that if the plans could also include two
offices downstairs, then everyone could be accommodated for about a 10 year period.
He did state, however, that this would cost an additional $200,000. Jim continued by
stating that Bob Whritenour had met the previous day in town with the Executive Office
of Communities and Development and felt that the Town could get reimbursed through
a State grant for some of the items on the cost breakdown, such as the elevator,
approximately $00,000 of the first r floor renovations in the 1970's building for
handicapped accessibility, and the handicapped toilets. He stated that although we are
still over our proposed budget a little, we are.getting close. He stated that with the
grant and adding the two offices downstairs,.we would be at approximately 1: million.
This would not include the additional roof on the other building as it would cost
approximately $100,000 for just that. Jinn suggested that the renovation/restoration be
approached with a two phase program and this would be phase one. He continued by
.stating that phase two could possibly kick in around the year 2000. Phase two could be
when the remainder of the restoration would take place. Bob confirmed his meeting
with the Executive Office of Communities and Development and stated that they were
very positive about the ability to obtain this grant. He stated that this office accepts
grant applications up to $000,000, but the renovation has to be for handicapped
accessibility improvements and if the Town applied for $200,000, the application would
be well within the maximum amount allowed. He also stated that there would be a
grant administrator, who the Town would provide but the E CD would pay for.
The discussion continued with members questioning Tadhg regarding particular lira
items. Bob Fox asked hires why the lower level renovation was so high, almost
$500,000. Tadhg explained that he had taken the square footage and multiplied it by a
figure of $56.00/sq. ft. He stated that if the Town wanted to put in a vault down there,
the vault doors alone would cost $20,000 a piece. He also stated than it was partly due
to the additional work that would be necessary for the elevator package. Bob
