MASHPEE TOWN HALL BUILDING COMMITTEE
Minutes for April 19, 1995
Page
1lhritenour asked hire how much of that area was the Great Hall and he felt that it
should cut down on some of the square foot costs. Tadhg stated that he may well be
correct and that it could probably be refined and that there may be a lot of flex there.
Bob Fox asked Tadh'g what extras this cost breakdown included; i.e., flooring, door
trim, etc. Tadhg stated that the dollar amounts quoted included all new finishes. Flay
Martini stated that the windows were practically brand new and could be reused.
Tadhg stated that the figures presented included the cost for new windows, so there
again could be some possible savings. Jim stated that if the Committee could agree
that the renovation/restoration could be done within the $1.5 million figure, then the
Committee could proceed toward the design phase. That would be the phase where
these types of discussions mould take place. Bob 1lhritenour started that if the
Committee moved forward 'With the $1.5 million scenario, it would be important to know
what that would include. Jim stated that just to do the critical items, it would cost at
least $300,000, which would include only the systems and the waterproofing problems.
This would not address the elevator issue, the space issue, or the selectmen's meeting
room issue. Bob added that it would cost another $200,000 of additional work just to
make the systems fit in the building. Jim asked all Committee members what they
thought the Committee's recommendation should be. C.L. l aegelin felt that the
Committee should go forward with the $1.5 million proposal and Charlie Buckingham
agreed. Bob Fox asked for clarification as to the waterproofing requirements and asked
if anyone had determined the actual cause for this garter leakage problem. He stated
ars an example that the polyurethane had worn off and asked if anyone had looked into
the costs of sandblasting the old coat off and applying new polyurethane court. Tadhg
stated that he did not think that was the only problem and he explained where he
thought the water was coming from. After ar brief discussion, Bob Fox stated, that he
also agreed with proceeding with the $1.5 million proposal and Ray Martini agreed.
Bob 1lhritnour stated that it was a shame that the space issues could not be
addressed better, but it was necessary to do the rest of the items now and agreed with
the $1.5 million proposal. Jim asked Bill Hauck for his thinking and Bill stated that he
agreed as well. .Jim suggested presenting all three proposals to the Selectmen - the
$3.'1 million proposal, which would be difficult to fund at this time; the $500,000
proposal, which would corer only the essential items} and the $1.5 million, which would
corer the essentials plus part of the renovation and be able to get rid of the portables.
.Jim stated that after presenting these three proposals, the Committee would
recommend to the Selectmen going with the $1.5 million proposal. Peter Dinizio
entered the meeting room and Jim asked hire for his thoughts. Peter stated that if the
recommended proposal meets the needs for the next 10 years, he agreed that it would
work. He stated that if the Town gent this avenue, they would be committed to keeping
the Torn Hall in the Samuel G. Davis School and not building a new Town Hall. ,Jim
stated that at current costs per square foot, a new building would cost approximately
$5.5 million.
Jim presented the muting minutes from the April 13, 1995, Committee meeting and
asked all members if they had any corrections/additions to the minutes. As there were
none, Charlie Buckingham motioned t accept the minutes from the April 13,
1995, meeting of the Town Hall Building Committee. Bob Fox seconded that
motion, which was carried with a unanimous Grote.
The net meetin9 of the Town Hall Building Committee, was scheduled for 3:00 p.r . on
Wednesday, April 2 , 19910
