MASHPEE TOWN HALL BUILDING COMMITTEE <br /> Minutes for April 19, 1995 <br /> Page <br /> Bob Fox asked what will happen at the Town Meeting if the Committee asks for $1.5 <br /> million for this project and it is not approved, or if it is approved and goes out to bid, if <br /> the bids core bank high. Jiro stated that if the integrity of the project would be <br /> compromised due to budgetary restraints, then the Committee would end up having to <br /> go back to the Selectmen. <br /> Charlie asked if the Committee was getting much cooperation from the tribe because <br /> the proposed renovation/restoration would involve preserving a historical building. Jim <br /> stated that he had not heard anything one wary or another. <br /> Jim asked Committee members to review the proposed handout brochure for any <br /> changes in order to prepare it in time for the Town Meeting. He asked them to review <br /> one section at a time. Under "Project History", Charlie suggested that somewhere in <br /> the last paragraph it should mention, "this would keep the Town Hall in a historical <br /> building". Jinn stated that this was important and is addressed in the "Summary" <br /> section. Under "Proposed Solution": Bob Whritenour suggested a grammatical <br /> correction from "the total project will be done on two construction phases" to "the total <br /> project will be done in two construction phases". Jim stated that this will be corrected. <br /> Under "Summary", Jim asked for suggestions on how to emphasis the historical <br /> significance more on point "Phase I construction will restore and perpetuate the use of <br /> the Town's only historic building." Bob 1lhritenour suggested it read "primary historic <br /> building". After a brief discussion, it was determined that it should read "Phase <br /> construction will restore and perpetuate the use of the only historical building located in <br /> the traditional center of Town." Bob Fox suggested putting in a co'n'vent regarding the <br /> upgrading of ha'ndica'pped accessibility and that this project would provide for all <br /> necessary handicapped accommodations. Jim asked Bob Whritenour if the last point <br /> was worded correctly. Bill Hauck also asked if it was to be funded for the 10 year or 20 <br /> year schedule. Bob stated that it was approved for the 15 year schedule. Tard hg asked <br /> Jim if the last point was confusing. Jinn suggested beginning this point by starting <br /> Completing the construction in phases provides ..." .Jim asked the members for any <br /> other "hot buttons" that the members would like to include. Bob Whritenour stated that <br /> he felt all the necessary points have been brought out. The Committee continued by <br /> reviewing the back page of the handout brochure. Jim asked for suggestions on new <br /> wording to replace "Specific action items It was determined that it should read <br /> "Scope of improvements vements included in Phase I are:$$ Upon reviewing the Scope of <br /> Improvement Items, Jim stated that the only item that the Selectmen asked for was the <br /> redefining of the Great Hall into 'meeting rooms and providing for cablecast facilities. <br /> The Committee proceeded to discuss the plan of action for the Town Meeting and how <br /> the proposal would be presented. It was determined that Charlie, Ray, and Bob Fox <br /> would hand out the brochure. Jim asked Charlie to speak at the Town Meeting, and <br /> asked him which area he would like to speak on. Charlie stated that he would like to <br /> emphasize the historical significance aspect of restoring the Samuel G. Davis school <br /> building. He also stated that Betty Jones might want to speak on how the people that <br /> use the senior Center have really appreciated having the facility. Jim started that the <br /> Town Treasurer has offered to speak on health issues. At this pointin the meeting, Bill <br /> Hauck stated he had to. leave, but wished to thank the Committee members for <br /> attending the CIP 'meeting last geek. Jinn continued by asking the members for <br /> suggestions on who else they thought would speak on their behalf at the Town Meeting. <br /> Jim also started that he would ask Judy to find ar native American to speak. Bob Fox <br /> suggested hawing Ann Shaw speak regarding the present conditions in the offices. Bob <br /> vhritenour started that someone from the CIP Committee should speak. It was <br />
