r <br /> MASH EE TOWN N HALL BUILDING COMMITTEE <br /> Minutes for <br /> May 10, 1995 <br /> Members Present: Jim Vaccaro, Ray Martini, Bob Fox <br /> Ex- ffi i s Present: Bob Whrit n ur <br /> The meeting of the Mashpee Town Hall Building Committee was called to order by <br /> Chairperson Jim Vaccaro at 2:20 p:rn. on May 10, 1995. <br /> Jim began the meeting by-presenting the draft of the FFP for design services and <br /> asked Bob Whrit n ur to explain to the Committee members the contents of the FFP. <br /> Bob stated that the FFP was comprised of 10 - 11 sections and the key items to <br /> discuss were the Scope of Services, items A through Q, which the Committee needed <br /> to review. He stated that the RFP stated that the fees would be negotiated and that <br /> Section VI started the basic qualifications which any bidder would be required t <br /> possess. He also started that Section XI - Comparative Evaluation Criteria would be the <br /> area which would be evaluated during the interview process. Jim started that items E <br /> and J, under Scope of Services, require that the core facilities be designed so that they <br /> .will support Phase II in addition to providing for Phase 1. Bob pointed out the item F <br /> requires that an analysis be done of handicap accessibility needs and be incorporated <br /> into the design program so that accessibility improvements can be costed and tracked <br /> independently. He stated that they would need this in order to complete the grant <br /> application process. Jim pointed out item K which requires the bidder to examinethe <br /> requirements for the water supply needs and determine whether the building would <br /> require a well or if it was possible to pipe in the Town garter. A brief discussion was <br /> held regarding what possible alternatives could be done to pipe in garter. In discussing <br /> the size of pipe that would be required, it was discussed that possibly the larger pipe <br /> would have to be used in order to meet the Fire Department's r quir m nts for fire <br /> suppression. Also, it was discussed that possibly the Fire Department could use the <br /> well for fire suppression in order for a smaller pipe to be used for the building's water <br /> supply. Bob Whritenour stated that iters K was worded vaguely s that they could b <br /> flexible to move in whichever direction proved necessary. Jim asked about the <br /> possibility of putting in a gars line in order to facilitate a dual-fired gars oil heating <br /> system. He stated that Tadhg Sweeney had suggested that this type of unit could be <br /> installed in anticipation of a possible gars line in the future. Flay Martini stated that h <br /> had thought that the gas line was already down n n Route 130. Jim stated that Tadh <br /> had started he had spoken with the gas company and they were willing to do it. Bob <br /> Fox asked hoer difficult it was to switch from gas to oil. Ray stated that it was not <br /> difficult at all and Bob Whritenour stated that also gas is much h earsi r and cleaner than <br /> oil. Ray asked if theZcope of Services included an emergency generator system. Jim <br /> started that it was not included and in an emergency, the offices would have to move t <br /> the police station. He did state that a limited back up system could possibly be included <br /> for Linder $13,000. brief discussion was held on several options for an emergency <br /> bank up system.
