MA HPEE TOWN HALL BUILDING COMMITTEE <br /> Minutes for,July 6, 1995 <br /> Page <br /> recommendations. Mr. Ferro explained that the porosity of the mortar was not the <br /> problem but rather the joints are usually the issue. He provided a brief explanation on <br /> hover this could be repaired. Charlie asked for their thoughts on the necessity for a <br /> perimeter drain around the building. Mr. Ferro provided an explanation on the purpose <br /> and design of a perimeter drain. Charlie asked how feasible it was, considering the <br /> project budget, to be considering adding office space and/or fireproof storage to the <br /> basement. Mr. Ferro explained that it would be ,much more feasible to capture current <br /> unused space than to add more space by way of an addition. However, he would not <br /> recommended mended in tarlling fireproof storage in the basement, but rather would recommend <br /> installing this type of storage on the ground level as an addition to the building. <br /> Jim stated that the Committee would be providing the Selectmen with their <br /> recommendations at the July 24, 1995, meeting. He asked if they had any closing <br /> remarks. Mr. Ferro stated that they really cared about the projects they erred on and <br /> hoped that the Committee would contact some of their references. Jim thanked The <br /> Preservation Partnership for their presentation. <br /> After The Preservation Partnership had left, Jim asked Bob Whriten ur ghat his <br /> opinion was of the Douglas project that The Preservation Partnership had completed. <br /> Bob stated that they had done a good job but claimed that The Preservation <br /> Partnership's minimali tic approach is not ars mini alistic as Mr. Ferro ,node it appear. <br /> Bob stated that he felt their strength was in the experience that they had in renovation <br /> and restoration. Jim stated that he was not sure that The Preservation Partnership <br /> could reuse as much in the Tern Hall as they thought they could. He stated that, <br /> although he liked their ideas for the basement: he was not sure it could be done within''' <br /> the budget. Bob Fox agreed. Bob also stated that he felt they were gathering some <br /> useful information from these interviews. He stated that Mr. Ferro had brought up a <br /> good point about the vault being located in the basement might not be a good idea. <br /> ,lira stated that at least Mr. Ferro had read the feasibility study and had provided the <br /> Committee r ittee Frith some alternatives. Greg started that The Preservation Partnership had <br /> completed two renovations per year for 18 years and had a great deal of experience. <br /> ,lira agreed. Jim also stated that he was not impressed that the systems subcontractor <br /> had not previewed the current systems in the Town Hall prior to the presentation. <br /> Charlie stated that he had wanted him to address the insulation problem more than he <br /> had. Bob Fox, referring to Mr. Ferro's thoughts on saving the current gall , stated that <br /> it was his experience that this was not a good idea. Jim agreed and stated that he did <br /> not know hemi this could be accomplished when the building was going to have to be <br /> completely rewired. A discussion was held regarding the feasibility of this approach. <br /> Bob Whritenour stated that the Computer Committee wanted to meet with the Torn <br /> Hall Building Committee to go over the wiring requirements for the neer computer <br /> system and the location of the computer room. A brief discussion was held regarding <br /> the currant phone system and the need for ar battery backup. <br />
