Project Address: 0 Sampsons Mill Road Business Name: Southworth Cape Development LLC Owner/Agent: Matthew Eddy, P.E., Baxter Nye Engineering& Surveying Request: Special Permit — Residential & Country Club Development — Willow Park at Willowbend—22 Duplex town homes proposed along golf course with proposed road and utility infrastructure improvements. Building Commissioner, Mike Mendoza opened the meeting at 8:40 am. Matthew Eddy, P.E., Baxter Nye Engineering& Surveying represented Willowbend and Southworth Mashpee Properties. The project is part of the Willowbend Development and Country Club which is under an existing Special Permit since1989. Part of this Design Review was filed with the Planning Board for a Special Permit modification which will be presented in the beginning of August. The site plan depicted the Willow Park project that is approximately a 9 acre parcel located at the very easterly end of Sampsons Mill Road and runs along the Santuit River located on the Mashpee and Barnstable Town line. The north and west end is all Willowbend property and runs along the golf fairway. There are wetland protection resource areas on the easterly end of the property, including a stream, vegetative wetlands, and the inland bank; all are within the 100 ft. buffer. The river has a 200 ft. buffer area. Matt mentioned that the topography on the site shows the westerly side of the parcel is flat. The only development that is on the plan is the irrigation well for the golf course and will remain. Mr. Furbush wanted confirmation that the well is for the golf course irrigation, and not for drinking. 1
