*APPROVED 3-19-2019* CIP MINUTES February 5, 2019 <br /> Discussion of Department of Natural Resources Building at Ockway Boat Ramp Parking Lot at 664 <br /> Great Neck Road North (con't) <br /> Motion made by Mr. Gottlieb to refer the Ockway Bay Boat Ramp Building Project to the <br /> Planning and Construction Committee to review those items not required for a dry and safe work <br /> space and have the Planning and Construction Committee recommend a proposed plan for the <br /> building with a budget not to exceed$450,000 to the Capital Improvement Committee prior to the <br /> closure of the May 2019 Town Meeting Warrant. <br /> VOTE: 5-l. <br /> Roll Call Vote: <br /> Mr. Collins,yes Ms. DeBoer, yes Mr. Gottlieb,yes <br /> Mr. Gasior,yes Mr. Richardson,yes Ms. Thayer, no <br /> Opposed, one (Ms. Thayer) <br /> Rodney Collins stated "For the record, to be perfectly blunt I am not 100% certain that I can endorse <br /> this" <br /> Electric Cars <br /> Assistant Town Manager Wayne Taylor said that he was made aware of a grant program for municipal <br /> electric cars, the grant cycle was announced after the Capital Improvement Program deadlines had <br /> passed and,this will be the cycle for years to come so he is bringing this forth to the Committee at this <br /> time. Evan Lehrer presented several options for leasing or buying the vehicles along with the need for <br /> charging stations, etc.the vehicles appear on the state bid list and a single vehicle would cost$26, 490 <br /> with a$7,500 incentive with the grant monies. Charging stations range in cost from a wall mount model <br /> for $1,500 - $2,000 to $6,000- $15,000 but he is not certain of the cost for sure but an incentive of <br /> $2,500 would be for each station. The cost to trench and install a remote charging station would more <br /> than likely cost over$30,000 per station including trenching and the 240 Amp breakers that would be <br /> required. The work would have to be performed by state approved contractors. If the vehicles were to <br /> be leased there would be a $5,000 incentive with maximum set on the mileage/year. All of these <br /> numbers will need to be verified. Rodney Collins said that historically the "Town Hall" fleet of vehicles <br /> has taken old Police, Fire or DPW vehicles, this would replace one or two with an electric car. Wayne <br /> Taylor suggested that we could start with one or two and then expand in future years. Evan Lehrer <br /> added that the charging ports would have to be available to the public in orderto receive the incentives <br /> from the grant. Mr. Collins said that he is against the public access and maybe this is not the time to <br /> do this. Mr. Gottlieb asked if the Town could lease over three years at $9,000 per year to build a <br /> charging station. The Finance Director said she was not comfortable with that. Rodney Collins stated <br /> he is concerned about the costs and said that we need to hammer out the costs of the stations and <br /> that this will be tabled and come back to the next meeting with better cost projections. This will be <br /> discussed at a subsequent meeting of the CIP Committee. <br /> 4 <br />
