*APPROVED 3-19-2019* CIP MINUTES February 5, 2019 <br /> Discussion of Department of Natural Resources Building at Ockway Boat Ramp Parking Lot at 664 Great <br /> Neck Road North (con't) <br /> The Town Manager further stated that the larger issue is whether we should look globally at our needs or <br /> should we incorporate all of this at once and table it for now. We could say later on "Why didn't we look at <br /> this a year ago?" Michael Richardson said we have talked about the DPW building and site for three years <br /> now. Mr. Collins stated that it may be time to hit "pause" but bring the entire project to the Planning and <br /> Construction Committee to fully vet this and the global project including the DPW. Let's look at it from a larger <br /> perspective. Mr. Gottlieb said this was just "kicking it down the road". Mr. Collins said he was not advocating <br /> for another$13 million building, but rather that'we need to be sure that these projects are done right and are <br /> "affordable and sustainable. Finance Director Dawn Thayer than stated that the discussion the CIP Committee <br /> needs to have about the long term CIP Plan is that items need to be "in the queue" and she further stated that <br /> she did not feel it was fair to move ahead with this project where it wasn't even in the plan previously and <br /> other items have been. Town Manager Collins stated that when this project first came up it was for$250,000, <br /> then it was for almost $800,000 now it is just below $500,000, we should make sure that we are not rushing <br /> this. Ms. Thayer said she has environmental concerns and that this committee is rushing. A bigger concern is <br /> that there has been no consideration of the operational costs that will be added to the DNR budget and the <br /> maintenance costs. This Town is under the microscope with our operating budget and now we are going to <br /> rush to add more and we are not even certain of the benefits of this project. Rick York said that the main driver <br /> is water quality .and this building is needed for the Town to accomplish this. Michael Richardson said this <br /> originally was a "bare bones" workspace and Mr. York said that wasn't adequate and the lab needs to be <br /> moved from the Police Department. Patricia DeBoer asked if they could have a unisex bathroom rather than <br /> male and female "locker rooms". No answer. Catherine also pointed out that there is no network connection <br /> to Town Hall included either so I.T. costs need to be added in. Mr. Collins then asked if the members had any <br /> further questions. <br /> Dawn Thayer: Who would be responsible for the_operational costs? And are there any estimates on the <br /> operational costs? <br /> Answers: DNR; No <br /> Andrew Gottlieb: If passes in May, when would construction begin? How do you propose dealing with the <br /> septic and other site work? <br /> Answers: Not certain, but after July; the utilities would be underground and come off of Great Neck Road <br /> South, and it would be proposed that no site work be done until there is a full plan in place to move forward <br /> Rodney Collins: As to process has the Planning and Construction Committee reviewed this plan? To the DPW <br /> Director, are you comfortable that these numbers are accurate? Feedback from abutters? <br /> Answers: The Planning and Construction Committee needs to review this new plan; These numbers include a <br /> contingency and are based on actual quotes, also the DPW employees will be doing most of the interior fit out <br /> work.The shell of the building and the lab will be done by outside contractors most of the rest will be done in <br /> house; immediate abutter is fine. <br /> Michael Richardson: Does anyone think there is a compromise?
