Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> March 5, 2019 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Present: Chairman Allan Isbitz, Walter Abbott, Berkeley Johnson, Bruce Willard, Marie Stone <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:35 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES February 5, 2019 <br /> MOTION: Mir.Abbott made a motion to accept the minutes as modified. Mr. Johnson seconded <br /> the motion. All voted unanimously. <br /> OLD BUSINESS <br /> 950 Falmouth Road-Chairman Isbitz reported that changes had been made by the Affordable <br /> Housing Trust to the draft RFP previously approved by the Affordable Housing Committee. The <br /> revised document would be forwarded to anyone who pulled a proposal, and it was confirmed that 13 <br /> organizations had requested the RFP. <br /> Mr. Johnson inquired about the deletion of"deed" which appeared under"Affordability" and <br /> referenced deed restrictions. The Chair responded that Town Counsel eliminated"deed" and <br /> maintained "restriction." The Chair expressed concern, noting that he was unaware of an affordable <br /> housing project, receiving public funding in Massachusetts, without a deed restriction reference. The <br /> Chair will discuss the matter further with Assistant Town Manager Wayne Taylor. <br /> Mr. Abbott inquired about the change of orientation meeting and the Chair responded that the original <br /> date was February 25, as approved by the Committee, but changed to March 11 to allow sufficient time <br /> for developers to become familiar with the RFP. Mr. Abbott inquired about who would be organizing <br /> the orientation, but it was not known and suggested that the Trust may be organizing it, possibly with <br /> the assistance of Laura Shufelt from the Massachusetts Housing Partnership. <br /> Mr. Abbott inquired about the reference to the transfer of parcels at Town Meeting, and the Chair <br /> confirmed that the RFP previously approved included only Article 30, transferring 950 Falmouth <br /> Road. Article 29 transferred 209 Old Barnstable Road, and was added by Mr. Taylor to the RFP since <br /> the two were companion Articles. <br /> On page 7, the Chair noted that the bullets needed correction to eliminate potential confusion, as they <br /> pertained to different aspects in the RFP. Other clerical corrections were made. <br /> Mashpee Commons-John Connell, Mashpee Commons, was present to provide an update <br /> regarding their project. Mr. Connell stated that they had not completed Phase IA, which would have <br /> consisted of 52 units, including 13 affordable units. Of the 32 units constructed,there were 8 <br /> affordable units. Mr. Connell noted the challenges associated with identifying qualified applications. <br /> There was discussion regarding the company managing Mashpee Commons' affordably housing <br /> lottery. The Chair summarized Mashpee Commons' effort to pursue Form-Based Zoning to revise and <br /> proceed with a plan that would hopefully include substantial affordable housing.
