r <br /> Town of Mashpee <br /> 16 Great Neck Road North <br /> Agt <br /> Mashpee, Massachusetts 02649 <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Mashpee Town Hall —Waquoit Meeting Room <br /> Minutes of the Meeting of April 4, 2019 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel,Chair None Glen Harrington, Health Agent <br /> Laurel Almquist, Co-Chair <br /> Mallory Langler, Clerk <br /> Chair Brian Baumgaertel called the meeting to order at 7:01 PM. <br /> APPOINTMENTS <br /> 7:15—31 Evergreen Circle <br /> Mr. Harrington commented that the engineers that designed the building for the proponents of the Cape <br /> Cod Dog Center have requested a discussion regarding flushing the solid dog waste into the septic system. <br /> The Chairman had asked if Title V considers the discharge an industrial waste, and Mr. Harrington stated <br /> that Title V and the section on Standard Industrial Codes did not reference anything he considered to be <br /> industrial discharge. Title V definitions of sanitary sewage mentions blackwater and greywater. Neither <br /> the blackwater or greywater definitions mention that the waste has to be specifically human. Mr. <br /> Harrington stated that shampooing of dogs in dog-washing facilities is not considered industrial waste and <br /> has been allowed in septic systems before. <br /> Mr. Harrington's previous recommendation included options to 1) separate the human waste.from the <br /> kennel waste; or 2) discharge to a non-hazardous industrial waste holding tank. Recommendations <br /> against putting the waste into a septic system were based on possible exceedance of the design capacity <br /> of a single household septic system and the chance for hair/clogs in the system. In this commercial <br /> application, the system is over designed to allow for dilution and treatment of a high strength organic <br /> waste that may be virus-laden, and the outlet tee filter that was also recommended with maintenance <br /> will address the hair/clogging issue. <br /> Prior to the meeting, Mr. Harrington and Chair Baumgaertel had inquired with the proponents about <br /> projects they had previously done, and requested they include test results to back up their claims in the <br /> appeal letter. Mr. Harrington stated that the control or reduction of odor is.a priority, because there will <br /> be a marijuana growing facility adjacent to the dog center with its own potential odor issues. Having <br /> control of the dog waste would eliminate a second source of odors which would exacerbate any marijuana <br /> odors. <br /> 1 i <br />
