Mashpee Affordable Housing Committee <br /> Meeting Minutes <br /> April 23,2019 at 6:30 pm <br /> Mashpee Town Hall-Waquoit Meeting Room <br /> Present: Chairman Allan Isbitz, Walter Abbott, Berkeley Johnson, Marie Stone <br /> Also Present: Town Planner Evan Lehrer <br /> Absent: Bruce Willard <br /> CALL TO ORDER <br /> Chairman Isbitz opened the meeting at 6:35 p.m. with a quorum, and the roll was called. <br /> APPROVAL OF MINUTES March 5, 2019 <br /> MOTION: Mr. Johnson moved approval of the minutes of March 5. Ms. Stone seconded the <br /> motion. All voted unanimously. <br /> OLD BUSINESS <br /> 950 Falmouth Road-Chairman Isbitz reported that bids were opened today and responses <br /> received from two bidders. Mr. Lehrer stated that one proposal came from Commonwealth <br /> Community Developers and the other proposal came from POAH and HAC. Review of the proposals <br /> would include an initial review by the RFP Working group to include Mr. Lehrer, Mr. Taylor, <br /> Chairman Isbitz, Mr. Abbott,Laura Shufelt from Ml-IPP and a member of the Affordable Housing <br /> Trust, to be determined. Checklists will be developed to score proposals based on evaluation criteria to <br /> create a quantitative score. The Successful bidder may or may not be the highest scorer, but the score <br /> sheet would be reflective of the desires outlined in the RFP. <br /> The RFP Working Group would continue to work over the next three weeks regarding proposal <br /> discussion and scoring, in order to provide a recommendation to the Affordable Housing Committee <br /> and for the best proposal to meet at least the minimum criteria and goals of the project. If agreed, the <br /> Committee would then vote to send the proposal for consideration by the Affordable Housing Trust to <br /> award the project. Mr. Lehrer confirmed that the two bidders would be invited to make presentations <br /> to the Working Group on May 8, in order to collect additional information. The presentations would <br /> not be scored. It was hoped that the recommendation would be forwarded to the Affordable Housing <br /> Committee at the May 14 meeting and to the Affordable Housing Trust on May 20. Once awarded, the <br /> developer would negotiate a Developer Agreement with Town staff. <br /> It was noted that both proposers provided strong proposals featuring 39 units with different unit mixes. <br /> Mr. Abbott inquired why more did not respond and Mr. Lehrer responded that only one other had been <br /> expected. <br /> Ms. Shufelt reported that she would be reviewing the financial proformas of each proposer to assess <br /> reasonableness and feasibility. Ms. Shufelt would provide financial analysis and help facilitate scoring <br /> for subjectivity. Ms. Shufelt confirmed that she was familiar with the proposers, both of whom have <br /> been awarded projects from MIHP, including on Cape. <br /> Mashpee Commons-John Connell stated that Mashpee Commons was continuing to consider <br /> various options, adding that the trend has been to integrate affordable housing with mixed income. <br /> housing. <br />
