Wampanoag Village-Ms. Stone reported that the lottery had begun selection for qualified
candidates for housing. If the housing was not filled by Tribal members, the lottery would need to be
open to all. It was suggested that Mashpee could apply to request credit for units, due to funds being
provided by DHCD. Mr. Lehrer confirmed that he would follow up with Mr. Taylor regarding
application to SHI for the addition of affordable units. Ms. Stone indicated that many applicants had
not provided completed packets for consideration. Ms. Stone also noted that need was not a
consideration in the lottery process, and expressed her preference that some units be set aside for
chronically homeless or be prioritized based on need. Ms. Stone confirmed that Elders had been
considered separate from other applicants. Ms. Stone indicated that some existing homeowners
entered into the lottery, in an effort to pass along a home to their children.
Ms. Stone also invited members of the Committee to a special ceremony and statue honoring her sister
Alice, for her work in affordable housing. Located at the Community Government Center, the
ceremony would take place on May 5 at 2 p.m.
Habitat for Humanity-The Chair confirmed that the project had been submitted to SHI. It
was expected that the wall raising would occur sometime this year.
Main Street Village,Phase II No update
646 Barnstable Road/Armenian Church Site-Mr. Lehrer confirmed that the Armenian
Church informed the CPC Committee that there were no longer interested in selling the property due to
the appraisal, and the item could be withdrawn from the Warrant. It was noted that the appraisal was
$180,000 and the application cited a sale price of$125,000.
243 Cotuit Road-The Chair reported that he had received a call from developer,Domingo
Pena, requesting an opportunity to make a presentation at the May 7 meeting. The Chair shared with
the developer the availability of funding from the Community Scale Housing Initiative, for projects of
the size that would be proposed. Funds could reach$1.7 million for 11-20 units and $1.3 million for 5-
10 units, or$200,000 per unit. Mr. Pena had reported an initial assessment that the site could serve 13
units before reaching wastewater limitations. Ms. Stone inquired about the siting of the units on the
parcel and noted that, as a resident of the neighborhood, she may need to recuse herself and inquired
whether neighbors had been contacted. The Chair suggested first seeing the presentation before
seeking feedback from neighbors.
NEW BUSINESS
Future Opportunities & Directions for the Committee-Mr. Abbott referenced two parcels
that could be considered for future affordable housing sites. One site was owned by the Town and
located behind Town Hall, which was currently land locked, although another parcel on Meetinghouse
Road could provide access. The two parcels would total approximately 20 acres. Mr. Abbott also
reported that a project had been previously considered for a parcel located behind the funeral home on
Route 151, but the developer had encountered problems due to water issues with the trailer park. Mr.
Lehrer stated that the parcel was 40 acres and that one proposal had been submitted to the Town, but
was not a good concept, in his opinion. Mr. Lehrer added that the central portion of the site had been
used for sand mining. Mr. Lehrer stated that he would be interested in reviewing a reasonable
development of decent scale. Mr. Abbott stated that the area was now connected to Town water,
removing the prior issue. Mr. Lehrer confirmed that he would keep the Committee informed of any
reasonable affordable housing projects.
2
