Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, February 5, 2019 <br /> Glen said in hearing most of the comments; he made a motion with a recommendation to <br /> approve the electric from the street to be run underground to the facility. Is there any other <br /> recommendations? <br /> Mr. Mendoza said there will be no light beacon, it's designed for the four carriers, plus the <br /> Town's equipment. <br /> Mr. Mendoza said that's a motion. Is there a second. Mr. Carline seconded. No further <br /> discussion.All were in favor. <br /> Other Business: <br /> DPW Director, Catherine Laurent to discuss temporary construction entrances on <br /> Payamps and Algonquin. <br /> Catherine was approached by a committee for South Port talking about the construction <br /> entrances and whether or not they could be made permanent. Since that time, Evan spoke <br /> to South Port, and said that the permit would be for construction except Algonquin would <br /> remain for emergencies.Jack Phelan said that both have Knox Boxes since they use them. <br /> Catherine said based on that comment, they withdrew their request. Her only question is <br /> how were they constructed and is construction almost completed. Jack said the one on <br /> Payamps has not been maintained but Algonquin has been maintained and has a paved <br /> improved access road and Knox Box. Catherine asked what the restoration rights on the <br /> road are. She had a discussion with some of the residents on Payamps about the impact <br /> on the road from the construction. <br /> Evan said that the ZBA granted the Special Permit back in the late 70's, and the Planning <br /> Board's involvement was specifically to the construction of ways. It would be prudent to <br /> have Charlie Rowley conduct an inspection on those entrances and give us a report of <br /> what may be required upon completion of those roadways if they were made permanent. <br /> One of the entrances is specific to allowing permanent, the other would need a minor <br /> modification to the Special Permit by the ZBA. Catherine said that she doesn't know the <br /> benefit right now to have them maintained. <br /> Mr. Mendoza said that these roads were not supposed to be utilized as access roads. Evan <br /> said that he thought that the Algonquin might be a benefit given the size of the development <br /> and location. Jack Phelan said that intersection on Algonquin is a traffic hazard. Catherine <br /> said as they are working on their Rte. 151 project, and there will be a public hearing <br /> sometime in April with Mass DOT.She said there have been complaints by the new owners <br /> regarding the traffic noise. <br /> Mr. Mendoza said he will look to see if there were any conditions. Evan said he will do <br /> some research to see if there were any decisions made by the Planning Board. He said <br /> that the vegetative buffer should be 100 ft.Any additional clearing would be non-compliant. <br /> Mr. Mendoza said he will have a discussion with Conservation prior to the final C of 0. <br /> Approve December 4,2018 Meeting Minutes. <br /> Mike will postpone the approval until the next meeting.
