Minutes of Meeting of
Mashpee Plan Review Committee
Held Tuesday, February 5, 2019
enhance the cell reception for the purposes of 911 calls for police and fire. Liz said;
absolutely.
Mr. Mendoza opened the meeting to for public comment. He announced that the comments
should not be anything that was already discussed at previous meetings.
Mr. Mike Ronhock, an abutter asked what the box was that is located outside the fenced
area. Mr. Moreno said; its a transformer for the primary power from the street, and the
utility company requires certain access to that. Mr. Ronhock asked if that was located on
an easement, and if the utility wires were going underground. Does the Town need to
provide an easement for the underground wire access?Mr. Phelan said; yes. Mr. Ronhock
asked if there was a certified plot pian for the entire property. The site plan shows 36 acres
and the Town assessment says 28 acres.
Mr. Mendoza said that was discussed earlier, and appears to be the direction to
recommend that the line goes underground. The line has to be accessible to the
transformer for the power company.
Evan said that he has the plan with the fire station but he hasn't reviewed the specifications
on that plan, but he imagines that it was done based on the survey. Catherine said it would '
only be for the area, and not for the whole property..
Mr. Moreno said that he spoke to.the Town Accessor regarding the 29 acres, and there
was no indication where that came from. Based on the record plans from the Town, the
location was given by the RFP.A survey was done.
Mr. Mendoza asked if there were any more questions. Mr. Collins said that its his
understanding that there will be some remotes setup for monitoring, and this will enhance
the advantages for the Town.
Drew McManus asked if there was anything addressed regarding the coloration of the pole.
Mr. Mendoza said that you can address this now, and it can also be brought to the ZBA
hearing.
Liz said at the Cape Cod Commission proceedings, they determined they would leave this
issue up to the Town. There are certain renderings showing a model pine, and branches
with either a gray tower or a blue tower. It does require additional maintenance, but will
leave this up to the Town.
Evan said that the ZBA.will be deliberating over the height Variance, and the Planning
Board would likely be the ones that give potential approval on the paint. In his opinion,it's
a galvanized steel tower, and is the most satisfying visually.
Mr. Mendoza said that the ZBA will be looking at the color swatches that is being proposed.
Catherine said that in her experience, painted poles requires maintenance, and could
become more of an eye-sore.
Mr. Mendoza said that would be a good suggestion to comment for the Board. He said he
would like to address everything now, so not to be blind-sided at the hearing.
Mr. Mendoza asked if there were any further questions or comments. Hearing none, he
asked for a motion.
4
