Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, February 5, 2019 <br /> The RFP dictated where the facility will be located. Mike asked if the maximum is four <br /> carriers. The ZBA will be looking at this. <br /> Evan is familiar with the plans and process to date. He wanted to reiterate some of the <br /> comments from the Town Manager because he was not here during the site selection <br /> process. The site was not selected arbitrarily it was selected for the merits that it has with <br /> regard to a tower of this scale to cover the service area that is currently not getting wireless <br /> coverage. In his appearance, with the Cape Cod Commission and listening to some <br /> testimony specifically with regard to alternative technologies to be employed, and to cover <br /> the gaps coverage in the southern part of Mashpee, this project is designed to fill <br /> specifically a small cell technology DOS system. His firm understanding of that is to fill the <br /> coverage gap 100%and is contingent upon the development of a tower at least 125 ft. He <br /> thinks that you lose two potential carriers at 125 ft., but at 150 ft, you gain a little more <br /> coverage, given the topography and the precise location that signal needs to be distributed <br /> to fill the 100%coverage gap. The site selected was very intentional and has the benefits <br /> of municipal control and are the main components of why the site was selected. Beyond <br /> the visual impact with abutters, and natural resources, and ecology, there is no need for <br /> an additional curb cut or road way. The applicant is seeking a Variance from the ZBA, and <br /> given the developments of the zoning bylaw, he would still argue that this is the most <br /> adequate site for a tower of this scale to eventually solve 100% the coverage gap in the <br /> southern part of Mashpee. He spoke of a phone call he received from someone who had <br /> a safety issue who uses wireless technology for health monitoring. In concluding, he <br /> believes this location will absolutely fill the coverage gap. <br /> Glen Harrington, Health Agent asked if the proposed propane tanks are above ground. Liz <br /> said; yes, Glen asked for the name of the wireless consultant that the Cape Cod <br /> Commission mentioned. He read the report submitted by Dr, Haes, but there is also a <br /> wireless consultant who reviewed that. Liz said it was David Maxson, with Isotrope, LLC. <br /> Glen asked for his report so he could review it. He said he researched through the FCC <br /> and American Cancer Society, and no health issues came up. He said he supports this for <br /> the emergency services, and for medical needs in the area that have to be supported <br /> through this tower. <br /> Catherine Laurent, DPW Director has questions about the actual construction. She would <br /> like the construction schedule, and where the contractors will be parking so it doesn't <br /> interfere with the operation of the fire station. She also asked about the pole culvert, Mr. <br /> Moreno said that one of the comments they received from the former Town Engineer was <br /> how they would crown the driveway. He said that with a shallow grade there is no room, <br /> and need to dig down. It's a series of wooden pressure treated or hardwood logs,that's set <br /> 3 ft. apart with room in between so it can be driven over; and will trap water, He is not <br /> anticipating any run off because the soil is good. Catherine asked if there will be a <br /> maintenance plan, other than the paved apron the rest of the driveway will be gravel. Mr. <br /> Moreno said he can provide that. He doesn't believe there will be too much traffic during <br /> construction, and there will only be a couple trips a month. Catherine asked why there <br /> overhead electrical connection rather than underground, Catherine is thinking it would <br /> minimize the impacts for maintenance of overhead electrical to have underground <br /> electrical, Mr. Moreno said that the closest utility pole is at an angle. He believes that there <br /> needs to be at least one pole, but he could reduce that to one drop. Katherine asked if the <br /> propane tanks have remote monitoring in case a refill is needed. Mr. Moreno said that <br /> carriers have a series of alarm panels. <br /> Chief Carline said that there are areas of south Mashpee that there is no cell service <br /> reception or has been reduced. It's a major concern of his. He asked if this project will <br /> 3 <br />
