Minutes of Meeting of , <br /> Mashpee Plan Review Committee <br /> Held Tuesday, February 5, 2019 <br /> station Is on the west side. It's an unmanned facility so there will be no trash, no sewer or <br /> water. <br /> There will be a proposed Telco and electric line from the street with a pad-mounted <br /> transformer. Each tenant will have a little bit of ground space with the lease area of about <br /> 10 ft. x 20 ft. There are about 3-4 cabinets about the size of a refrigerator on a concrete <br /> pad. There is also a proposal for a propane generator in case the power goes out. The <br /> generators are to keep the site online. He concluded that both Verizon and T-Mobile have <br /> similar equipment. <br /> Mr. Mendoza polled the committee for their comments. <br /> Drew McManus asked if the property is under the jurisdiction of Natural Heritage. Mr. <br /> Moreno said; no it does not have habitat. There's a letter included with the ZBA Variance <br /> application. Drew asked if the Cape Cod Commission required any mitigation reports. Liz <br /> said that they do not require any mitigation, but asked them to reduce the amount of <br /> disturbance, and there's a reduction in clearing on the footprint. Drew also asked if the <br /> fencing around the bottom of the tower is designed already In mind for.the maximum. <br /> capacity of what the tower ban accommodate based on an expansion of another carrier. <br /> Mr. Moreno said; yes. There is room if needed, but its not anticipated. <br /> Mr. Collins said he has no questions; but he commented that this process started in 2016, <br /> and it was recommended by the former Town Planner in terms of site. There's been a lot <br /> that has developed between then and now, but there's been a public process and hence <br /> we are here. There are a couple of things to point out. The Town wanted to enhance not <br /> only the ability for something to call 911 down in those specific areas but the Town also <br /> wanted to enhance emergency communication for police and fire. That was considered <br /> very important. He also wanted to point out that there has been a lot of misinformation.that <br /> he read about and heard about and it's absurd. The Town is not at the point where the <br /> Board can arbitrarily rescind this and that is straight from Town Counsel. There is no <br /> rescinding of this project on behalf of the Board of Selectmen, it's beyond their purview. <br /> This was an open and public process and went to several meetings in terms of identifying <br /> goals, and in terms of expressivity of what this project consists of. We have an obligation <br /> to look at this professionally,within our scope of expertise,and that should be the mission. <br /> Jack Phelan asked about the propane tanks that will be installed. Mr. Moreno said that <br /> Verizon uses a 500 gallon tank, and the T-Mobile is about 200 Ib. Jack asked if the 12 ft. <br /> access is going to be able to handle those size tanks. Mr. Moreno said; yes. Jack wanted <br /> to make sure that a propane permit is pulled, is inspected annually, and that the project <br /> complies with Fire Department codes. <br /> Mr. Mendoza asked if there will be lights, and about the optional lightening rod on page A- <br /> 4 of the Compound &Elevation plan. Liz Thompson said that no lighting is required by the <br /> FAA. The lightening rod Is optional, it's preferred by the manufacturers and by the clients, <br /> for certain jurisdictions,so it is optional. Mr. Mendoza asked about the monopole structure, <br /> and how it would it collapse. its a 150 ft.'tower, and according to A-3 the leased area is <br /> 100 ft. x 100 ft., and if it falls outside that area, could this could be a liability for the Town. <br /> Liz said that the towers are self-collapsing and an event is extremely rare. If there is an <br /> occurrence, it is designed to fall into itself. The "fall zone" area is near the Mashpee fire <br /> station which is the only building.The Cape Cod Commission determined that they are the <br /> landlord, and they are comfortable with the fact that this is structurally sound. In regards to <br /> control of the tower, they're there to ensure that the client is maintaining it in a reasonable <br /> manner. Mike asked if there a flight path concern? Liz said; there is no flight path concern. <br /> 2 <br />
