MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> APRIL 10,2019 <br /> Mr. Gould seconded. <br /> Mr. Blaisdell yes, <br /> Ms. Sangeleer, yes, <br /> Mr. Furbush, yes. <br /> All were in favor of the two-car garage addition with living space above. <br /> 105 Whippoorwill Circle: Owners,Miriam N. and Richard A. Coffman,Trustees request <br /> a Variance under §174-33 of the Zoning Bylaws to allow for construction of an addition <br /> within the wetland resource area on property located in an R-3 Zoning District, Map 125 <br /> Parcel 150, Mashpee, MA. <br /> Mr. Tim Luff, Archi-Tech Associates represented Mr. Timothy Rassias who will be <br /> purchasing the property.Mr. Luff is the designer of the project and said that the application <br /> regards the existing garage and breezeway. The applicant wanted to rework the floor plan <br /> with new windows,new dormers,new staircase,etc.When starting the design,he reviewed <br /> the existing conditions, and created floor plans. There were two different designs, one for <br /> more volume on the second floor, and one that works exactly within the roof line.Mr. Luff <br /> said that his client chose the option for the larger floor plan. Mr. Luff said he decided that <br /> the roof would need to be removed to accomplish that design. It was discovered that the <br /> existing foundation was concrete block, and realized that there was no footings. After <br /> consulting with a structural engineer, they realized that this project would require to pour <br /> a new foundation. The Building Department was comfortable to let the project move <br /> forward as a renovation project. Mr. Bob Fox,the Contractor and Mr. Luff spoke with Mr. <br /> Mendoza and at that point it was discovered that the project required to go before the ZBA <br /> because the structure will be torn down, and reconstructed with a new poured foundation <br /> in the same footprint.The setbacks all comply,the lot coverage is fine,the height restriction <br /> is fine, and the project was approved by the Conservation Commission. It was the <br /> requirement for a new foundation that the Building Department made the determination <br /> that this project requires the application to the Board. <br /> Mr. Luff spoke to an abutter that wanted to see the plans of the project. The existing house <br /> has' three bedrooms. The proposal is to remove one bedroom. Mr. Goldstein wanted to <br /> confirm the floor plan layout showing the existing two storage areas,and family room. Mr. <br /> Luff said that they are removing a bedroom to utilize the storage area, bring the floor up, <br /> so there's no steps down, and install a new staircase. Mr. Goldstein confirmed there is a 6 <br /> ft. cased opening. There will only be three legal bedrooms. <br /> Mr. Goldstein reviewed the plans with the Board members showing that currently there are <br /> three steps, with a family room, an illegal bedroom and two storage areas. The proposed <br /> plan is to make the new structure one level removing the steps. There will be a 6 ft. clear <br /> opening, a family room, a bathroom, a staircase going up with another 6 ft. clear opening <br /> with an office, and no bedrooms. <br /> Mr. Luff said it the project will be a gym, and will have an open staircase.
