MASHPEE WATERWAYS COMMISSION <br /> MINUTES <br /> APRIL 9, 2019 <br /> Chairman Ken Bates convened MWC meeting at 9:03am in the Ockway meeting room <br /> Attendees: Ken Bates, Don McDonald, Tim Leedham, Dick Noonan, Gregg Fraser <br /> Absent: Steve Mone, Al Wickel <br /> Minutes: The following minutes were approved by unanimous vote: Tuesday March 12 regular <br /> session. Motion by Don McDonald, 2nd by Dick Noonan <br /> Communications & Correspondence <br /> Ken introduced Gregg Fraser as a new Committee member. <br /> Old Business: <br /> Harbormaster report.- <br /> Acting <br /> eport:Acting Harbormaster John Santangelo was absent. Ken reported on his behalf that John and <br /> Waterways Assistant Mike were able to work with the Town of Mashpee and County to get <br /> dredge pipe from Chatham to Mashpee. Further, John and Waterways Assistant Rick along with <br /> a County crew did the dredging at the Poppy approach channel this past Sunday. Ken also <br /> reported that we are very close to hiring a new permanent Harbor Master. <br /> There is no update on the dinghy rack situation. Ken stated that we need to decide and provide <br /> a position to the town DNR Director on the number of racks per location and the fee per rack. <br /> Gregg Fraser has assumed responsibility to work with the DNR Director on this. Also discussed <br /> was that modifications to the existing rack, specifically an additional cross member, to facilitate <br /> the sliding of dinghies onto the rack may be needed. The actual dinghy construction is done by <br /> the Town DPW. Gregg will take that on and advise DNR. <br /> DNR Director Shellfish Constable Reports.- <br /> In <br /> eports:In Ashley Fisher's absence Ken handed out a report by Ashley on the Aquaculture Applications <br /> Process. This process requires Shellfish Commission approval prior to Waterways Commission <br /> approval who then notifies the Board of Selectman and applicant of the status. Ken provided an <br /> explanation, for the benefit of new Commission members, that the Waterways Commission's <br /> concern on these applications is on any potential interference with navigation. We do not <br /> provide any input relative to aesthetics or environmental impacts. <br /> No report on Aquaculture review regarding Tom Smith. He has pulled his papers and will do a <br /> refilling. <br /> Committee reports: <br /> Mashpee/Wakeby and fresh waters reports: 3 islands owned by a private trust have been turned <br /> over to the Town as reported by Don MacDonald. Each is about a 1 acre in size. They will fall <br /> under existing rules & regulations for the pond. It was noted that there is a full-time patrol boat <br />
