*DRAFT* 4-29-2019 Board of Selectmen MINUTES* 3 <br /> Board of Selectmen <br /> Minutes <br /> April 29, 2019 <br /> JOINT SESSION - ECONOMIC DEVELOPMENT DISCUSSIONS <br /> PUBLIC COMMENT (continued) <br /> Jack McBlhinney, Southworth Management Properties indicated he has been involved in the <br /> willowbend community since the early 1990's. willowbend is nearing the end of their <br /> development phase. A total of 300 units have been completed on 450 acres. This includes the <br /> golf course and conservation restricted property. Sales are being completed in the most recent <br /> developmental area. of the total 45 units, 40 have been sold with a price range of$700,000 to <br /> $1.2 million. It is expected the remaining units will be sold within the next few months. <br /> Approximately 85% of the homes in willowbend are second homes. There are very few year <br /> round residents which represents little impact to the school system. <br /> The last significant neighborhood will be comprised of 22 units on the north side of Sarnpsons <br /> Mill Road. Construction is anticipated to begin in the next few months. A five acre parcel is <br /> also expected to be developed. This lies in a central location around the golf course. <br /> With regards to wastewater,the treatment plant is currently operating in a 50-69% capacity. As <br /> a mitigation measure, the Cotuit Bay condominium is connected to the system. The treatment <br /> plant is in good shape, and if there is no detriment to the golf course and no cost to willowbend, <br /> there isp otential for the Town of Mashpee to use the golf course in the future as a recharge site. <br /> It was noted the treatment plant is buffered by the golf course. The nearest houses are situated <br /> approximately 100 yards away and are buffered by landscape features and mounds. There is a <br /> large field between willowbend and the Tribal farm parcel that is well screened. There are no <br /> issues with odor. The leaching fields are beneath the driving range and willowbend has not <br /> received any coriplaints or problems operating a wastewater treatment plant within the <br /> residential neighborhoods. <br /> willowbend employs 160-180 staff members during the seasonal months. The year round staff <br /> encompasses 75 employees. Staff housing is always an issue. Over the years, willowbend has <br /> acquired housing to accommodate the worlfforce. Presently, willowbend has.ownership of two <br /> duplexes on Quinaquisset Avenue and a few other houses which include a lodging home in <br /> . <br /> H annisProponents of willowbend would be open to negotiations for workforce housing <br /> Hyannis. � <br /> development, <br /> willowbend has contributed to the growth of Mashpee over the decades, and there has never <br /> been an issue with respect to responsiveness from the Town. <br />
