7 <br /> Board of Selectmen <br /> Minutes <br /> April 29, 2019 <br /> ECONOMIC DEVELOPMENT PRESENTATIONS/DISCUSSION <br /> Paul Niedzwiecki: (continued) <br /> Economic development is not just business. It is residential, commercial and professional. <br /> Mashpee Commons is unique in terms of economic development and it is increasing the common <br /> wealth within the Mashpee community building upon existing assets. Mashpee Commons is a <br /> desirable place to live and it is also a commercial center. To change the 1986 framework of the <br /> Mashpee Commons special permit to a more efficient type of permit would address housing, <br /> infrastructure and open space needs. <br /> Mr. Niedzwiecki indicated if there is a fiscal deficit in growth that is desired, Mashpee should <br /> find the right places to invest in growth. It was agreed with more density, affordable housing <br /> and workforce housing needs would be addressed. It is important to invest in comprehensive <br /> housing, and in rental housing as a regional, practical and functional need. For success, it was <br /> suggested the categories be unrestrictive and split for workforce and affordable housing. It was <br /> also agreed there is no advantage to transient or seasonal rentals. It was noted that some of this is <br /> done by design and building units under the bell curve to accomplish diversity. <br /> Tom Feronti: <br /> Tom Feronti was in attendance on behalf of Mashpee Commons, LLP. It was noted that recently <br /> Mashpee Commons LLP completed a market study. The demand in the Town of Mashpee is 400 <br /> units per year for the next five years. This is a combination of ownership and rental, with <br /> housing across the age spectrum. Mashpee Commons LLP is hopeful to work with other <br /> developers to establish the models more quickly. To accomplish this task, collaboration is <br /> necessary. Mashpee Commons LLP has the land,the opportunity and the financing; triple <br /> bottom line. <br /> Board of Health member Brian Baumgaertel recommended that additional family entertainment, <br /> parks and day care be built into the planning process to attract younger families. It was noted <br /> that Mashpee Commons plans many community events that are free to visitors. This includes <br /> many activities for young families. And, to promote eco-tourism, the Mashpee Greenway <br /> project is planned with play areas across from the Library for family economic development. <br /> This includes trails and a pathway over the Quashnet River. It was noted that internal <br /> discussions are ongoing regarding the connection and access of green spaces. <br /> Mashpee Commons LLP was complimented for the many activities brought to the Town of <br /> Mashpee. Further development would add more interest and improvement. <br />
