No comment from the public
Motion: Mr. Sweet moved a Negative Determination, seconded by Mr. Smith. Vote 5-0.
AFCE/Upper Quashnet Restoration Update: REVISED AGREEMENT UPDATE
The Agent updated the Commissioners on the Upper Quashnet Restoration. He said the Air Force
drafted a revised funding agreement with the Mashpee Conservation Department for the restoration of
the Upper Quashnet River. The revised agreement dedicates $844,511.11 towards the restoration
efforts. He said the Air Force changed the wording of the agreement to reflect a monitoring and
maintenance requirement of the town to monitor and maintain the berm system now and into the future.
He noted the intent is still the same. The funding will be set in a dedicated account and we will bill the
Air Force all thru the construction. All has signed off and now the Director of the Air Force Civil
Engineering Center needs to sign off and he is awaiting confirmation of that signature. We can then
reach out to Horsley &Witten and give them the green light to begin their research.
Update: Bright Coves Association (New Seabury) storm drain maintenance
The Agent explained the issue with one of the storm drains located on Popponesset Island Road on
one of the pipes that come out onto one of the creeks. The salt marsh is getting filled in and
smothered. Eric Peterson, President of Bright Coves, took ownership of the problem and we met out
there and a few days later and he had a crew out there cleaning out the storm drain. He said long term
this is going to require some upgrade to the system around New Seabury.
Update: Gooseberry Island bridge appeal (Town Counsel Correspondence)
The Agent referred to the correspondence from Town Counsel regarding the bridge at Gooseberry
Island and stated if the Commissioners have any questions, he can forward them onto town counsel.
The argument is whether the bridge re-design will be decided at by DEP at the state level or be
remanded back to the Conservation Commission.
John (Jack) Fitzsimmons Memorial Ideas (Former Chair of the Conservation Commission)
The Agent sadly announced that Jack Fitzsimmons passed a way on January 24. He served on the
Commission for 24 years and most of that time as Chairman. He asked for suggestions for a memorial
perhaps at Fells Pond where he lived. If that doesn't work, we can look at doing something on one of
our conservation lands or one of the pollinator gardens. Brad Sweet will check out some parcels at
Fells Pond and get some ideas from the neighbors.
Updates: Conservation Land/Stewardship Program — Katelyn Cadoret
Katelyn Cadoret has been working with the Ameri Corps Team and the Shellfish Constable to
coordinate some events to promote our volunteer programs: land steward, herring count for the
conservation department, national resource department shellfish propagation program. They have
booked the library for the next 5 Saturdays including the upcoming Saturday which will be Quahog Day.
It will give people more of an option if they want to spread their time between the programs we have. In
March, they will be featuring the herring run program along with training at the Mashpee Fish Ladder.
The other three days they will focus on Oyster Propagation, Pollinators and on Land Stewards. In
addition, our Ameri Corps Member has helped with social media outreach and continues to update our
