destruction to the existing landscape. The plan is to put in a new driveway, access into the garage,
restore the foundation plantings, resurface the asphalt driveway, add cobble apron at Monomoscoy.
The existing trees will not be touched.
The Agent showed photos of the site where the septic was installed and where the garage was recently
constructed. He noted a couple diseased pitch pines that should come down and an area where there
are invasive vines. The trees need to be clearly flagged to make sure we know what is exactly being
taken out. He noted the garden beds and areas within hardscaping. He said these are basic landscape
and hardscape improvements and driveway improvements but nothing that will impact LSCSF.
No comment from the public
Motion: Mr. Smith moved for a Negative Determination, seconded by Mr. Dalton. Vote 5-0
6:09 Paul A. & Cynthia A. Jalbert, 43 Monahansett Road. Proposed Landscape and hardscape
modifications. RDA
Motion: Mr. Sweet moved to continue the hearing at the request of the applicant to February 28
at 6:03 p.m., seconded by Mr. Smith. Vote 5-0
6:12 Patrick J. & Nissa Knight, 39 Little Neck Lane. Proposed Amendment of Order of Conditions
43-2980 to install privacy fencing.
Resource Area: Buffer zone to coastal bank, LSCSF, buffer zone to BVW
Patrick Knight, owner, stated they are requesting an amended order of conditions issued on November
19, 2018 for the purpose of installation of a privacy fencing along the left northern property line. He
noted the property has been staked. The Agent reviewed the outline of the fencing where it runs along
the property line. The ARC will be reviewing the standards for the fence. The neighbor sent some
comments and said the proposal doesn't include any details to height materials. He has spoken with
Mr. Knight's engineering consultant and was assured Mr. Knight will require a permit from ARC. He
expressed his support with the above. The Agent said we do want to see the delineation of the fence
so we can see where the fence is going before it gets installed. He showed some photos of the
property and where the fence will be installed
Motion: Mr. Smith moved to approve the Amended Order of Conditions, seconded by Mr.
Dalton. Vote 5-0.
6:15 Stephen M. & Constance R. Goulet, 216 Monomoscoy Road. Proposed replacement of
existing floats with encapsulated floatation units. RDA
Resource Area: Land Under Ocean, LSCSF, Land Containing Shellfish, buffer zone to salt
marsh
Mr. Goulet, homeowner, explained he is proposing to replace an existing 8 x 24 float and an existing
float with new flats constructed of composite decking with encapsulated flotation units or existing piles
within Great River at 216 Monomoscoy Road.
The Agent highlighted the parcel on the photos. He said there is no change in the float's footprint. He
noted the exposed Styrofoam and said that will be replaced and encapsulated. The harbormaster and
the shellfish warden are in favor of the project.
