HEARINGS: <br /> 6:00 Michael D. &Angela Madnick, 27 Uncatena Road. Proposed construction of dock, ramp and <br /> float. At request of applicant, continued from 1/24/2019 to address abutters' concerns. NOI <br /> Resource Area: Coastal Bank, Land Under Waterbodies and Waterways (Dean's Pond), <br /> Bordering Vegetated Wetlands <br /> Ken from J. E. Landers-Cauley, represented the applicants. He explained the proposed project is the <br /> construction of a dock, ramp and float within the waters of Deans Pond. The decking of the upland <br /> ramp and dock will be constructed of aluminum grating which will permit light penetration. The 12' <br /> ramp will be made of aluminum and the float will be constructed of a combination of high-density plastic <br /> drums for the floats and the decking will be wood or aluminum. All disturbed areas will be planted with <br /> a combination of indigenous plants and the landscape details will be provided by the owner's landscape <br /> designer. <br /> The Agent reviewed the location on the map provided. It is a privately-owned pond, therefore, the <br /> harbormaster has no jurisdiction. The shellfish warden stated there are no shellfish areas in Dean's <br /> Pond and has no issues with it. The Popponesset Beach Association maintains jurisdiction over the <br /> uses of the pond so they do have a say of what goes on and have submitted comments. They <br /> submitted a letter stating please be advised the Popponesset Beach Association has approved the <br /> request for the platform and walkway with the understanding that no operation of motorized boats on <br /> the platform, no diving off the platform, the homeowner will be responsible for the platform and <br /> removing it at the end of each season, the platform and walkway will be as short and unobtrusive as <br /> possible with the goal of getting underneath the oak tree as much as possible, residents to either side <br /> of 27 Uncatena will consent to the platform. The Agent showed photos of the property and noted the <br /> oak tree and asked if was their intention to prune or impact the tree itself. There was no intent to <br /> remove or prune the tree. He wanted to clarify that the open area would be much more suitable for the <br /> installation and would not impact the BVW or fresh water marsh. <br /> No comment from the public <br /> Motion: Brad Sweet moved to Close and Issue with the condition that the location of the dock <br /> be moved to the east in the open area as shown in the upper right slide and a condition that no <br /> motor boats be located at this dock, seconded by Mr. Smith.
