Minutes of Meeting of <br /> Mashpee Plan Review Committee <br /> Held Tuesday, September 18, 2018 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Glen Harrington, Health Agent asked if there is another dog training facility in the building, <br /> and if it would be similar with an inside and outside area. <br /> Christi said there's a dog day care in the building, but she only has one unit that is 25 ft. <br /> wide. The outdoor area is approximately 25 or 30 ft. The outside area is for the dogs to <br /> relieve themselves and for outdoor play. <br /> Glen asked if there would be overnight dogs: <br /> Christi said occasionally, but has client's that might want her to keep their dog. She said <br /> she does not want to continually allow this option, but might offer this service for puppies. <br /> Glen has concerns with overnight stays unless there are employees working different <br /> shifts, and cannot allow someone residing there. Even as an overnight working area it is <br /> difficult, and he would prefer to see shift workers. Also, the kennel would have to be <br /> approved by the Board of Health,which requires a filing with the Board because they would <br /> make a recommendation to the Clerk's office to issue a license. <br /> Glen asked how the dog waste will be disposed. Christi said she would get her own <br /> dumpster. Glen said the next Board of Health meeting is September 27, 2018, <br /> Evan Lehrer, Town Planner had no questions or comments. <br /> Jack Phelan, Deputy Fire Chief had a photo of the building. Christi pointed out that the. <br /> location is the end unit of the building in the rear. Mr. Phelan requested that two carbon <br /> monoxide detectors be installed on each level. He also wants the owner/landlord to provide <br /> an updated alarm test certificate that's dated less than one year old. It was not functioning <br /> the last time he inspected. <br /> Mr. Mendoza told the applicant that she will require a life safety inspection by the Building <br /> Department and Fire Department prior to moving into the space. <br /> Christi mentioned the back is already fenced on one side; she asked if she could install <br /> contractor petitions that are 8 to12 ft. long and 6 ft. high to make an "L" shape, between <br /> Unit 9 and Unit 10, <br /> Mr. Rodney Collins, Town Manager asked Christi if she will maintain the walking-path and <br /> scoop after the dogs. She said; "yes". <br /> Mr. Mendoza said the "use" falls under the 2012 Special Permit, but recommended an <br /> informal meeting with the Zoning Board of Appeals to see if this application requires a <br /> formal meeting to revise the Special Permit. Mr. Mendoza reiterated that the space needs <br /> to be inspected by both the Building and Fire Departments. Life safety is important, and <br /> requires them to check the fire alarm systems, emergency lights, fire extinguishers, lighted <br /> exit signs,and egress doorways which should be on the building owner.The'building would <br /> require two fire extinguishers to be installed in the front and rear. <br /> Christi said she doesn't want to sign.a lease until she knows this is done. <br /> Mr. Mendoza said this is an informal meeting, so no vote is required. <br /> 2 <br />
