MASHPEE ENVIRONMENTAL OVERSIGHT COMMITTEE <br /> MEETING MINUTES <br /> APRIL 10, 2019 - 6:30 P.M. <br /> MASHPEE TOWN HALL <br /> Present: Michael Talbot, Joe Cummings, Tom Hoppensteadt,Dale McKay, Katelyn Cadoret, <br /> Ashley Fisher <br /> CALL TO ORDER <br /> The Chair opened the meeting at 6:30 p.m. <br /> APPROVAL OF MEETING MINUTES: <br /> February 13,2019,March 13,2019 <br /> Motion: Dale McKay moved to approve the February 13,2019 minutes, seconded by Joe <br /> Cummings. Vote 5-0-1 with Tom Hoppensteadt abstaining. <br /> Motion: Dale McKay moved to approve the March 13, 2019 minutes, seconded by Tom <br /> Hoppensteadt. Vote 4-0-2 with Katelyn Cadoret and Ashley Fisher abstaining. <br /> COMMUNICATIONS & CORRESPONDENCE: <br /> NEW BUSINESS <br /> Revitalization of the Mashpee Community Garden and the Attaquin Lot; Proposed Mashpee <br /> Community Garden and Greenspace Committee; Other Initiatives <br /> Katelyn Cadoret stated she has been reviewing the balloon bylaw ban from other towns and suggested <br /> using these bylaws as a guide for writing Mashpee's bylaw. She said she doesn't feel there is a need <br /> for the helium filled balloons due to the damage they cause. Tom Hoppensteadt stated he records the <br /> plastic data for CZM from the Mashpee beaches and they collect data from beaches all over the <br /> Commonwealth. <br /> Ashley Fisher stated EPA is thinking of reclassifying mooring areas to marinas. <br /> Katelyn Cadoret stated the MVP Program is underway and is ongoing. <br /> Michael Talbot noted the Mashpee Community Garden Committee is working on getting their <br /> application form on the website. Ashley spoke about the Spartan Go Cam that may be useful at <br /> gardens. <br /> Mashpee Greenway Re-design of and Funding for the Quashnet River Footbridge—No Update <br /> ACTION ITEMS UPDATE <br /> Single Use Plastic Bag Ban Bylaw: Movement toward Banning Plastic Straws and Bottles -No <br /> Update <br /> Mashpee CWMP: <br /> Mashpee Nutrient Control Bylaw; Update on AG Approval <br /> Michael Talbot stated he will be adding the Mashpee Nutrient Control bylaw to the website and if any <br /> one sees people applying fertilizer before April 15th stop them. He will be sending a copy of the bylaw <br /> to the Cape Cod Landscaping Association members. <br /> 1 <br />
