Town of Mashpee <br /> y s <br /> b �.f <br /> 16 Great Neck Road North <br /> i;a Mashpee, Massacharsetts 02649 <br /> c°'� <br /> BOARD OF HEALTH - PUBLIC SESSION <br /> Mashpee Town Hall — Ockway Meeting Room <br /> Minutes of the Meeting of May 2, 2019 <br /> Board Members Present: Member Absent: Also Present: <br /> Brian Baumgaertel, Chair Mallory Langler, Clerk Glen Harrington, Health Agent <br /> Laurel Almquist, Co-Chair <br /> Chair Brian Baumgaertel called the meeting to order at 7:05 PM. <br /> APPOINTMENTS <br /> 7:15—Appeal of Board Decision—31 Evergreen Circle <br /> Glen Harrington commented that,at the last meeting,questions arose regarding the design flow, resulting in <br /> the hearing being continued. DEP was to be contacted for an opinion on the design flow for kennels. Tim <br /> Santos, of Holmes & McGrath, sent a letter with the basis of the design and Brian Dudley from DEP was <br /> contacted. Brian Dudley stated that discharging the dog waste into the septic system was prohibited but <br /> offered no regulatory basis other than "it was vague". Mr. Harrington subsequently researched Title V and -" <br /> the Standard Industrial Classification Codes, and the definitions of blackwater and greywater, and found no <br /> basis to deny the discharging of the waste into the septic system. The design engineer had previously stated <br /> that it was acceptable to put the dog waste into the proposed septic system, and a local engineer with first- <br /> hand knowledge of a local system supported the idea at the last public meeting. Since that meeting, Mr. <br /> Harrington heard from Mike McGrath who indicated that the proponents wanted to change the technology <br /> to a FAST system. <br /> Mike McGrath introduced himself for the record, stating that he had previously come before the board with <br /> a proposed RUCK system and variance request. Since that time, DEP had advised the construction manager <br /> that processing the piloting approval could take up to 70 days. Mr. McGrath subsequently met with FAST, <br /> who have a provisional approval for the proposed system, and who agreed to design a robust system that <br /> could handle very high strength wastewater. In this case,the amount of dog waste is anticipated to not be <br /> significant. The proposed system is less expensive,and there will be no delays waiting for piloting approval. <br /> Chair Baumgaertel asked if Mr. Harrington would like time to review the new plans, and he answered in the <br /> affirmative. Mr. Harrington stated that the previous plan had the reserve area built out, but the plan before <br /> them did not. It has been a requirement of the board since the mid-80s. Mr. McGrath agreed to provide <br /> revised plans showing the reserve area built out. Mr. Harrington stated he also wants to look at what DEP is <br /> requiring for sampling. <br /> After reviewing the accelerated hydrogen peroxide information, Mr. Harrington commented that the <br /> sanitizer would be acceptable. He indicated that the monitoring of the septic system is essential to check the <br /> 1 <br />
