There being no further comments or discussion, Laurel Almquist moved to approve the one-time
annual fee for Off the Grid with the condition that$100.00 fee be paid and a passing inspection be
provided. Motion seconded by Brian Baumgaertel. VOTE: Unanimous(2-0).
7. Request for Tier III Variance Approval for Callies Beach. Mr. Harrington commented that, each year,
the Department of Public Health(DPH)identifies beaches that have not had a bacterial water quality
problem, and allows the Board of Health to issue a variance to reduce the sampling regime. The
board has approved this variance since 2007. The last four years of sampling results have been
provided to us by DPH. The road to Callies Beach (Will's Work Road) requires grading each year.
Typically,by summer time, the road has large rolling pot holes, preventing anything but 4WD vehicles
from gaining access. This is why it is a remote, low traffic area, and the water quality has been good
for as long as it has.
There being no further comments or discussion,.Laurel Almquist moved to approve the Tier III
Variance for Callies Beach. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0).
8, Discuss,= of letter to Eversource regardiink,,;spraying of herbicides and 2019 YOP. Mr. Harrington
commented that Eversource Energy had sent out a notice requesting replies regarding any changes
to the maps or sensitive environmental resources within the rights-of-way, as they are proposing to
spray herbicides to control the vegetation. Mr. Harrington wrote a response letter stating that the
board had no new information regarding sensitive receptors, but also added an opinion regarding
the use of herbicides, referencing a letter on the same subject from the Association to Preserve Cape
Cod(APCC),along with the Mashpee Water District, Water District Director Andrew Marks approved
of the letter, as did the Selectmen/Town Manager's office. Eversource has since confirmed receipt
of the letter.
Chair Baumgaertel asked if the Town uses glyphosate and Mr. Harrington answered in the negative,
per the DPW Director. He further stated that the Town Manager would like to adopt a written policy
stating the Town's position on the use of glyphosate. The state reserves the right to determine where
to use herbicides,so it is best that any prohibition come from the Board of Selectmen, as it could be
challenged if it came from the Board of Health, Chair Baumgaertel stated that he would like to see a
regional'effort to educate homeowners, and to discourage them from using these types of products.
NEXT MEETING '
The next meeting of the Board of Health was scheduled for Thursday, May 16, 2019 at 7:00 PM.
There being no further business, Laurel Almquist moved to adjourn the Public Session Meeting of the Board
of Health at 8:37 PM. Motion seconded by Brian Baumgaertel. VOTE: Unanimous (2-0),
Respectfully Submitted,
Christine A.Willander -
Administrative Assistant
Board of Health
Attachments
5
