6
Community Preservation Committee
Minutes
January 24, 2019
NEW BUSINESS
Continued Deliberations on May 2019 Project t Proposals:
Town Clerk—Historic Document Restoration: $188,112—Phase I: (continued)
Deborah Dami, Town Clerk was in attendance to review the application with the Community
Preservation Committee members. Mrs. Dami indicated there are no funds in the Town Cleric's
operational budget to provide for the Historic Document Restoration project.
With regards to records and documents that are of historical significance in the Town Archives,
Mrs. Dami indicated when weather conditions improve the records/documents with approval of
the Historical Commission would be stored in the Town Clerk's climate controlled vault. In
subsequent phases of the restoration project, the documents will be included in the preservation
efforts. There is concern for these documents, records from the 1800's. Mrs. Dami indicated she
was unaware of the Archives records in need of preservation, and will add the items to the future
list of documents to be preserved.
It was agreed the records should be restored chronologically. Due to submission requirements
for the May Town Meeting there is little time to obtain an estimate for restoration. The current
estimate is based on the books that have been reviewed.
In considering this proposal, it was determined the listing in Phase I would be paired down to
preservation only to protect the subject documents from injury, harm or destruction at a cost of
$150,742. Archiving or scanning, to the extent that they involve preserving the information
content of the documents, rather than preservation or restoration of the physical documents
themselves does not qualify as the preservation or restoration of historic documents.
Motion made by Mr. Larkin to approve and recommend to the May 2019 Special Town
Meeting, the Historic Document Restoration project in the amount of$150,742.
Motion seconded by Mr. Smith.
VOTE: Unanimous. 7-0.
Roll Call Vote:
Mr. Gottlieb,yes Mr. Hyde,yes Mr. Halpern,yes Mr. Larkin,yes
Ms. Waygan, yes Mr. Harsch, yes Mr. Smith, yes Opposed, none
