5 <br /> Community Preservation Committee <br /> Minutes <br /> January 24, 2019 <br /> NEW BUSINESS <br /> Continued Deliberations on May 2019 Project Proposals: <br /> Digitization of the Mashpee Enterprise Newspaper: $50,350: <br /> Kathy Mahoney, Librarian of the Mashpee Public Library was in attendance. <br /> It is the opinion of Town Counsel that the digitization of a local newspaper publication would <br /> not be a permissible use of CPA funds. It is unlikely that back issues of the Falmouth Enterprise <br /> or Mashpee Enterprise would meet the standard of historic significance. <br /> The Historical Commission was noted to have voted on January 3, 2019 that the local newspaper <br /> is considered primary source material by scholars, and is significant to the history and culture of <br /> Mashpee. <br /> Mindfully of this important project to the Mashpee Library, Mr. Gottlieb, a member of the Board <br /> of Selectmen indicated he would request the Board of Selectmen sponsor an article on the May <br /> Town Meeting warrant to complete this project. <br /> Motion made by Mr. Smith to take no action on the Digitization of the Mashpee Enterprise <br /> Newspaper project. <br /> Motion seconded by Mr. Halpern. <br /> VOTE: Unanimous. 7-0. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mr. Hyde,yes Mr. Halpern,yes Mr. Larkin,yes <br /> Ms. Waygan,yes Mr. Harsch,yes Mr. Smith,yes Opposed, none <br /> Town Clerk—Historic Document Restoration: $188,112—Phase I: <br /> It is the opinion of Town Counsel that the restoration and binding of permanent Town records <br /> are eligible for CPA funding as documents of historic significance if the Historical Commission <br /> votes to recognize the documents as historic. <br /> CPA funds shall not replace existing operational funds, only augment them. CPA funds cannot <br /> pay for operational expenditures or staff that is included in the Town's general budget. <br /> Correspondence was received from the Historical Commission dated January 3, 2019 indicating <br /> it was a unanimous vote that town records and documents are of historical significance to the <br /> understanding of the history and culture of the town. In addition to the Town Cleric's records, it <br /> was disclosed there are records and documents in need of restoration in the Archives. <br />
