and top soil will be brought in with three grass seed mixes to be used. There was a discussion <br /> on the access of the site which will be part of the deed. The area will be monitored for five years <br /> and annual reports will be sent to the Commission. Mr. Ford noted the Agent stated we need to <br /> prepare a contract to be reviewed by town counsel to make sure the work will get done. <br /> The Agent noted he recommended a meadow. He felt the meadow habitat would be more <br /> appropriate and can be a tremendous benefit to pollinators and certain bird species. At the end <br /> of the five-year maintenance requirement, the Commission can look at maintaining it as a <br /> meadow habitat. <br /> Motion: Mr. Sweet moved that the Conservation Commission endorse the proposal as <br /> presented on Evergreen Circle with the understanding that their proposal will be <br /> presented to town counsel and counsel will recommend to the Board of Selectmen that <br /> this has been documented properly. The Commissioners endorse the idea of the parcel <br /> being conveyed to the town as conservation land subject to review of town counsel. <br /> Seconded by Mr. Smith. Vote 5-0 unanimous <br /> Discussion: Chuckie Green (Mashpee Wampanoag Tribe Natural Resources Director) <br /> NOAA grant for Santuit River water quality study <br /> The Agent noted in the Commissioners' packet is a copy of the NOAA grant. The Agent showed <br /> the GIS map of the area. Chuckie Green, Director of the Mashpee Wampanoag Tribe Natural <br /> Resources, stated they are proposing a herring study of the Santuit River and the River Systems. <br /> The Study will consist of flow, temperature, water quality and an electronic herring counter. It is <br /> a simple project and it is all study and data. The fish counter will be at the head of the pond. He <br /> stated the Division of Marine Fisheries is going to construct the fish counter and he will purchase <br /> the equipment. The study will start in July which will be past the herring run but there is a lot of <br /> preliminary work that needs to be done. The first part of the study is going to be a document <br /> search to see what data exists. We will not be counting until next spring. The project goes for <br /> one year which will end June of 2020. Once the count is in, we will have the opportunity to move <br /> the counter to another river. The Agent noted we just have to make sure the counter remains <br /> free of debris and will need to be monitored daily. Mr. Green stated initially he will be the point <br /> person and hopefully it will be a shared responsibility down the road. The Agent stated this is <br /> being brought to you for your information and this would not require a permit requirement. The <br /> data that will come out will be very important to restoration. <br /> Motion: Mr. Smith moved that the NRD can proceed with the proposed study without a <br /> formal permit with the endorsement of the Commission, seconded by Mr. Dalton. Vote <br /> unanimous 5-0 <br /> Discussion: AFCEC ordinance storage investigation —Town Counsel Feedback. <br /> The Agent referred to the email from town counsel which recommends the continuation of the <br /> long-term monitoring of the area with the magnetometer until the point where it is clear there are <br />
