Date: June 11, 2019 <br /> Chairman Ken Bates convened the meeting at 9:03 AM in the Popponesset Meeting room. <br /> Attendees: Ken Bates, Don MacDonald, Gregg Fraser,Tim Leedham and Dick Noonan. Also <br /> present: Ashley Fisher, Rick York and Jeff Smith. <br /> Absent: Al Wickel and Steve Mone <br /> Minutes: <br /> The following minutes were approved by unanimous vote:Tuesday May 14, 2019 regular <br /> session. Motion made by Dick Noonan and seconded by Gregg Fraser. <br /> Chairman Bates opened the meeting by calling for a moment of silence for Selectman <br /> Cahalane who passed away this past weekend. Also remembered was the passing of Don <br /> Macdonald's mother and Jim Hanks wife Nina. <br /> Appointments &Information Sessions: <br /> - Jeff Smith was introduced by Ken Bates as the newly appointed Harbormaster for Mashpee. <br /> - Bohnenberger Amendment was reviewed along with the proposed tract layout. A site <br /> adjustment was required to divert traffic thereby providing improved access to the channel. <br /> Jeff Smith reported that both the Harbormaster and the nearby homeowners were satisfied. <br /> A motion to approve the site adjustment was made by Don MacDonald, seconded by Gregg <br /> Fraser and unanimously approved by all present. Ken Bates will send a note to the <br /> Selectmen's Office stating our support <br /> - The Tom Smith Aquaculture Project was reviewed.This is a resubmission of a prior <br /> application. It is a grant for 2 1/2 acres and includes a change in where they will load/offload <br /> product to the Town dock at Great River public landing. Ashley Fisher reported that Shellfish <br /> Advisory is satisfied with the new procedures and has accepted this application. Further she <br /> reported that there will be a year of probation to insure complete compliance with all <br /> procedures and regulations. A motion was made by Don MacDonald and seconded by Tim <br /> Leedham to send a note of support for the changes made to the Shellfish Commission and <br /> the Board of Selectman. The motion was unanimously approved by those present. <br /> Communications&Correspondence: <br /> - A discussion took place regarding an Article relative to the use of personal watercraft on <br /> Ashumet Pond. Gregg Fraser spoke about the need for Mashpee to approve an article <br /> consistent with that of Falmouth in order for the Commonwealth to enforce. It was further <br /> decided that we would use the exact same verbiage that Falmouth has passed, which was <br /> provided by Gregg Fraser. A motion to approve that language as provided By Greg Fraser <br /> was made By Greg and seconded by Don MacDonald. It was unanimously passed by all <br /> present. Ken Bates will forward the approved Article to the Board of Selectman for approval. <br /> - Don MacDonald brought up the problem of jet skis and speed on Mashpee/Wakeby Lake. It <br /> was noted that we cannot regulate speed or the size of motors on the Lake due to bass <br /> fishing. <br /> - Rick York brought up the issue of winter sticks resting on the bottom of our bodies of water. <br /> Rather they need to be floating and visible on the surface. Rick suggested that an article <br /> stating this requirement should be written. It is presumed that Rick will prepare the article. <br /> - There was an extensive conversation about the process we use for the Harbormaster to get <br /> new Rules and Regulations passed. It currently requires passage at Town Meetings. It was <br /> suggested that we adopt the Town of Falmouth's approach and vest that authority with the <br /> Selectman. Ken will review the issue with the Town Manager to see how he wants to handle. <br />
