The goal is to draft an Article for the October Town Meeting. A motion was made by Don <br /> MacDonald and seconded by Dick Noonan requesting Ken assess and make a <br /> recommendation back to this Commission. <br /> - It was also brought up that we need to clarify our Rules& Regulations for mooring wait <br /> listing. Gregg Fraser will send a copy of Falmouth's Rules & Regulations for moorings as an <br /> example to consider. It was decided that we would postpone our review on this issue. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff asked that we provide expectations we have of him so that he can report out at future <br /> meetings. We asked for updates on anything we should be aware of on our bodies of water. <br /> Examples of such issues are: Boating traffic assessment on Waquoit and Popponesset Bays <br /> or any concerns on our bodies of water such as shoaling. <br /> - Following this discussion Jeff provided a brief summary of his professional background and <br /> stated his first goal is to actually get out on the water and begin the process of <br /> understanding and assessing our waterways. <br /> DNR Director/Shellfish Constable Report: <br /> - Ashley reported that it has been a busy month with a Falmouth court appearance on the Ken <br /> Thompson matter. An appearance in Boston in support of revoking his Transaction Card. A <br /> detailed review with the State Marine Fisheries regarding identified discrepancies in his <br /> reporting. <br /> - Ashley reported that her office plans to do a review of all regulations on Shellfish and <br /> Aquaculture licenses. She requested the Waterways Commission support a moratorium on <br /> the issuance of new licenses until the review is completed. A motion to support the <br /> moratorium was made by Gregg Fraser and seconded by Don MacDonal and unanimously <br /> approved by all Commission members in attendance. <br /> - Ashley has hired 3 seasonal staff members. <br /> - Rick York reported that DNR is fully staffed for the summer except for the open <br /> Administrative Assistant position. <br /> Committee Reports: <br /> Mashpee/Wakeby and John's Pond and fresh waters: Don MacDonald reports that the Spring <br /> Newsletter has been issued and is now on the Town web site for viewing. Don reports that they <br /> still have issues with a ridge of sand from power loading. It does not require dredging; only the <br /> pulling of sand back to the hole created by its shift. Jeff Smith reported that he has looked at <br /> this and confirmed a ridge of sand about 100 feet out from the dock. Katherine Laurent, Public <br /> Works, states that Town equipment will not reach out that far. Jeff Smith will continue to look <br /> into a resolution. It was noted that Waterways does have the some funds to help pay for the <br /> scraping. <br /> Popponesset Bay Area: The Popponesset Channel dredge is fully completed <br /> Waquoit Bay Area: No report <br /> Water Quality: Don MacDonald reports that all testing dates have been established and <br /> communicated to the testing teams. Training for the testing teams has been scheduled and will <br /> be run by Sarah from UMass Dartmouth and all kits will be given out. Don MacDonald cannot <br /> be at the session but Dick Noonan will be there to represent Waterways. <br />
