Mr. Harrington informed the board that the property lies within the plume of CS-10; therefore, VOC <br /> testing is warranted. The testing for PFCs has been done by the military,who have stated It is likely it will <br /> be found in the groundwater in the ponds and the surrounding neighborhoods.- Mr. Harrington was of <br /> the opinion that having property owners test for something that is presumed to be there, especially at a <br /> cost of$1,000 per test, is not a reasonable request. The guidance documents for PFCs state that the <br /> hazard is ingestion, and not dermal or inhalation. Mr. Harrington advised the board that it is the <br /> responsibility of the Health Department to notify owner's that the contamination exists; however,the risi( <br /> is minimal, as long as the primary potable water source is Town water. A precedent has been set with <br /> previously approved variance for 110 Wheeler, <br /> Jim Norton, the property owner, stated his name for the record, and explained that he is in need of an <br /> irrigation system to reestablish and maintain his lawn. The home has been in his family since 1962. Mr. <br /> Harrington informed board members that the irrigation system would be below grade,and not accessible <br /> for potability. At Chair Baumgaertel's request, Mr. Harrington will look into whether there are any <br /> abutting septic systems to be concerned about. <br /> There being no further comments or discussion, Mallory Langler moved to approve the request for an <br /> irrigation well variance for 86 Wheeler Road, with the following conditions: 1) Annual VOC testing be <br /> performed. 2)An affidavit be recorded at the Registry of Deeds stating the requirement for annual VOC <br /> testing. The affidavit include acknowledgments by the owner that they have been made aware of the <br /> presence and risks from exposure to the PFCs, and a that they have read and understand the EPA, DPH, <br /> and CDC guidance documentation on PFCs. The affidavit state that the irrigation well may be discontinued <br /> or abandoned under orders from the Board of Health, if required. 3) The spigot on the house be labelled <br /> "non-potable water" and located below grade in order to prevent free access. 4) An inspection be <br /> conducted to determine that the spigot has been properly labelled and that there is no cross-connections <br /> between the irrigation well and any other utilities. Motion seconded by Laurel Almquist. VOTE: <br /> Unanimous(3-0). <br /> During review of the request for 86 Wheeler, Chair Baumgaertel suggested that the PFC testing <br /> requirement be removed from the previously approved irrigation well variance for 130 Wheeler Road,to <br /> make it consistent with the approvals for 110 Wheeler and 86 Wheeler, and that PFC testing not be <br /> required for any subsequent approvals. <br /> There being no further comments or discussion, Mallory Langler moved to add a modification of the <br /> variance for the irrigation well at 130 Wheeler Road to the agenda. Motion seconded by Laurel Almquist, <br /> VOTE: Unanimous(3-0). <br /> There being no further comments or discussion, Mallory Langler moved to remove the PFC testing <br /> requirement for the irrigation well at 130 Wheeler Road.
