2. Sign Expense Warrants. Board members signed the expense warrants. <br /> 3. Request for new Food Establishment Permit,Spice&Tea Exchange. Mr. Harrington commented <br /> that the applicant is requesting a Food Establishment Permit for a new establishment at 13 Central <br /> Square in Mashpee Commons. Spices will be mixed,packaged and sold on-site. The ServSafe and <br /> Allergen Awareness Certificates, along with the fee have been provided, and the final inspection <br /> has been performed. Dry spices and teas are offered for sale, with teas being prepared and <br /> offered in samples. A temporary opening was granted by the Chairman,as the establishment was <br /> ready to open prior to Memorial Day weekend. <br /> There being no further comments or discussion, Laurel Almquist moved to approve the new 2019 <br /> Food Establishment Permit for the Spice&Tea Exchange,at 13 Central Square. Motion seconded <br /> by Mallory Langler. VOTE: Unanimous(3-0). <br /> 4. Request for one-time Temporary Food Establishment Permit fee, Ella's Woodburning Oven <br /> Restaurant. Mr. Harrington commented that the applicant is requesting a one-time fee for <br /> multiple events throughout the year. The food operator does not have a mobile food cart or <br /> trailer, but sets up a tent with a wood-fired pizza oven. Inspections will be done at each event. <br /> One inspection has been performed at Naukabout Brewery,and no issues were encountered. <br /> There being no further comments or discussion, Mallory Langler moved to approve the one-time, <br /> annual Temporary Food Establishment Permit fee for Ella's Woodburning Oven Restaurant. <br /> Motion seconded by Laurel Almquist. VOTE: Unanimous (3-0). <br /> 5. Discussion of Joint Base Cape Cod(JBCC)Perfluoroalkyl Substances(PFAs)Contamination. Rose <br /> Forbes and Doug Karson of AFCEC had requested a meeting with Mr. Harrington prior to meeting <br /> with the board in public session,for the purpose of discussing several matters including the area <br /> of the Base known as Ordnance Area 1,the well logs for the Turner Road wells, and Town water <br /> availability for Sea Mist Resort. <br /> Ordnance Area 1 is a former aircraft bomb above-ground storage facility where there were no <br /> underground storage of munitions. Magnetometer surveys and environmental sampling have <br /> been performed, without any issues being found. A portion of Ordnance Area 1 is in Mashpee, <br /> with several individuals owning different portions of the site. The Air Force would like to close <br /> the area as a contamination site, but DEP will not allow it because of Mashpee's stake in the <br /> property, a portion of which is conservation land under the jurisdiction of the Mashpee <br /> Conservation Commission. The Commission has reviewed the site information and stated they <br /> would like additional monitoring of the site. Mr. Harrington recommended an Activity Use <br /> Limitation (AUL), according to the Massachusetts Contingency Plan, which allows the closure of <br /> properties with conditions. It is unsure whether or not DEP will allow the AUL with on-going <br /> monitoring,but Len Pinaud,the Federal Facilities Representative at DEP,should be able to answer <br /> that. There are several other owners involved, all of whom would have to agree to this. Mr. <br /> Harrington informed the board that he found the well logs for the Turner Road and provided them <br /> to the AFCEC. He confirmed that Town water is available to Sea Mist, and will confirm with Andy <br /> Marks at the Water District whether or not the water line had been brought onto the property. <br /> The AFCEC has requested a date to come before the board to give their annual update at,a <br /> televised meeting. The board agreed on July 11, 2019 for this presentation. <br /> 5 <br />
