*DRAFT* Board of Selectmen Minutes July 8, 2019 NEW BUSINESS Summer Concert Series Beer Vendor Update and Information- Mashpee Commons Mary Derr: Mashpee Commons Marketing Director Mary Derr updated the Board of the Mashpee Summer Concert Series planned to be held in Mashpee Commons in July through August of 2019. A vendor, The Pour Guys who hold a catering license for the transport and service of alcohol at public and private events will provide offerings of beer and wine only on specified Saturdays through July and August from 4:00 p.m. to 6:00 p.m. For the events, a police detail would be hired. For disclosure, the Catering License issued to the applicant, The Pour Guys is not required to apply for a One-Day Liquor License through the Local Licensing Authority. Discussion and Approval of Aointment of Desi nee to the Count Dred e Pro ram: Motion made by Selectman O'Hara to appoint Iden Bates as the Town of Mashpee Designee to the County Dredge Program, Motion seconded by Selectman Cotton, VOTE: Unanimous. 4-0. Roll Call Vote; Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes Opposed, none Discussion and App roval of Memorandum of Understanding between the'Mash ee Wampanoag Tribe and the Town of Mashpee Relative to Community Preservation Funding of the Mashpee Parsona e Restoration Pro'ect: The Board of Selectmen reviewed the draft Memorandum of Understanding between the Mashpee Wampanoag Tribe and the Town of Mashpee relative to Community Preservation Act Funding for the Mashpee Parsonage Restoration Project. The document was prepared by Town Counsel, Patrick J. Costello. The Memorandum of Understanding is a requirement prior to the disbursement of funding to establish milestones and a schedule for the release of$400,000 in CPA funds. At the last Community Preservation Committee meeting, David Weeden, Deputy Tribal Historic Preservation Officer informed the CPC the Tribe has received grant funding in the amount of$30,000 to fund the Historic Structures Report. The grant funding is contingent upon matching funds. It was agreed Town Counsel would be advised on the CPC's decision to move forward the MOU and consider a split MOU for the sole purpose of moving the $30,000 in match funding forward. The remainder of the CPA allocation would be held and further agreed upon when the Tribe demonstrates the ability to fund the $693,795 project. It was agreed the specific comments would be addressed with Town Counsel regarding the MOU, and be further assessed by the Board of Selectmen at their next meeting. 14
