*DRAFTS` <br /> Board of Selectmen <br /> Minutes <br /> July 8, 2019 <br /> Re ort on the Communily Preservation Committee: <br /> After reviewing the needs assessment for CPA funding in future years, the Community Preservation <br /> Committee recommended with justifiable need, the Town should continue the CPA assessment of 3% <br /> as it currently exists with no change unless there is a decision to establish a water Infrastructure <br /> Investment Fund (WIIF). <br /> The report prepared by CPC member and Finance Director Dawn Thayer dated July 3, 2019 outlined <br /> the future needs for CPA funding. with the influx of projects approved by the May 2019 Town <br /> Meeting,there is overwhelming support by the voters to fund CPA projects. And, with fiscal <br /> conservancy CPA funds have been set aside to assume all debt payments related to the former Land <br /> Bank in 2026. <br /> Discussion followed regarding the decision of the Town of Sandwich to create a water Infrastructure <br /> Investment Fund by reducing the CPA tax from 3%to 2%, and increasing the general tax by I%. If <br /> the Town of Mashpee decided to move forward with the adjustment, Town Meeting approval is <br /> required. With an average collection of$1.4 million on the 3% surcharge, approximately$90,000 <br /> would be available with a I%reduction in the CPA surcharge. <br /> The Board of Selectmen agreed to prepare a draft Town Meeting article for the October 2019 warrant <br /> to reduce the CPA tax from. 3% to 2%to establish a water Infrastructure Investment Fund, and to set <br /> aside the I% surcharge for future wastewater needs. <br /> Discussion of 2019 —2020 Board of Selectmen Liaison Assignments., <br /> An updated list of temporary Liaison Assignments for the Board of Selectmen was reviewed. <br /> Next Joint Meeting of the Regulatory Boards; Jul 15 2019: <br /> It was agreed the next joint meeting of the Regulatory Boards would be held on Monday, July 15, <br /> 2019 at 6:30 p.m. A topic of discussion; Proposed Development Agreement between the Town of <br /> Mashpee, Mashpee Commons and the Cape Cod Commission <br /> TOWN MANAGER UPDATES <br /> Town Manager Rodney C. Collins updated the Board of Selectmen on the following action items; <br /> The deadline for Town Meeting warrant articles to be submitted by Town Departments was Monday, <br /> July 8, 2019. The departments submitting articles was aclmowledged. <br /> The Memorandum of Understanding between the Town and the Mashpee Housing Authority for the <br /> disbursement of CPA funds for the Mashpee Dousing Assistance Program, a requirement of the May <br /> 2019 Town Meeting is pending final approval for language adjustments. <br /> 15 <br />
