Board of Selectmen <br /> Minutes <br /> June 17, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Department of Public Works Director Catherine Laurent: <br /> Discussion and Approval of Extension of Annual Contract for Paving & Catch Basin Adjustment FY 2020: <br /> Catherine Laurent, Director of Public Works was in attendance to request the Board approve the second year <br /> of a two-year bid with NICE Dirtworks, Inc. for Paving and Catch Basin Adjustment. Details of the bid were <br /> outlined in a memorandum addressed to the Board of Selectmen dated June 6, 2019. <br /> Motion made by Selectman Sherman to approve and extend the Annual Contract for Paving and Catch <br /> Basin Adjustment in FY2020 to MCE Dirtworks, Inc. as recommended. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 4-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes <br /> Selectman Sherman,yes Opposed, none <br /> Discussion and Approval of Award of Annual Contract for Operation of the Transfer Station, <br /> Haulingof f Recyclables: <br /> In response to advertisement, Gotta Do Contracting LLC of Jordan,NY submitted the sole bid for the daily <br /> operation of the Transfer Station and the hauling of recyclables/bulky waste to processing facilities. Gotta Do is <br /> the current vendor for the Town of Mashpee. The cost represents a 2.5% increase in FY21 and FY22 with the <br /> same level of service provided. <br /> Catherine Laurent, Director of Public Works indicated the Town does not currently own the equipment or <br /> provide for the personnel required for the operation of the Transfer Station and hauling services. Only one bid <br /> has been received in response to the Request for Bids issued in the past three years. <br /> The vendor, Gotta Do also submitted a bid proposal for the shared use of the yard waste area at the Transfer <br /> Station. The vendor has proposed to utilize the area for the sale of landscape materials such as mulch, top soil, <br /> firewood and aggregate as well as the taking of leaves and brush from landscape companies. This proposal <br /> would not affect the permit holders who drop off leaves, limited brush and grass clippings as well as pick up <br /> screened compost and wood chips at no cost. Gotta Do Contracting would pay a monthly fee for use of the yard <br /> waste area, a cost of$3,500 from 10/1/2019 to 6/30/2020. If approved, three months is required to set up the <br /> operation planned to begin on October 1, 2019. <br /> It was noted that Gotta Do Contracting has a facility in Marstons Mills and provides landscape materials and <br /> disposal services to landscape companies. Some of this business would be shifted to the Town of Mashpee if the <br /> proposal is supported by the Board of Selectmen. The existing gate house would remain. An additional office <br /> area would be housed on site for check-in and to run the operation on Tuesdays and Thursdays when the <br /> Transfer Station is closed. <br /> Discussion followed with respect to the increase of activity at the Transfer Station if the shared use of the yard <br /> waste area is considered. The proposal brings forth a potential revenue source for the Town of Mashpee. <br /> 7 <br />
