*DRAFT* BGS MINUTES JULY 22, 2019 15 Board of Selectmen Minutes July 22, 2019 NEW BUSINESS Discussion and App roval of a Letter of SLipport Requested by Mash ee Commons LP for a Development Agreement between Mashpee Commons,,.the Ca e Cod Commission, and the Town of Mashpee: The Board of Selectmen was in receipt of communication from Arnold Chace, Mashpee Commons Limited Partnership requesting support for their filing of a Notice of Intent with the Cape Cod Commission for a Development Agreement. The Town of Mashpee was also invited to participate as an active partner in the process. Joint sessions would consider zoning and broader issues such as economic development, fiscal impacts, and wastewater issues. At the last regulatory meeting, it was determined the Planning Board would be consulted regarding membership encompassing representation from all the members of the regulatory boards to expedite processes and to avoid repetitiveness. Motion made by Selectman Sherman to remit a letter to the Cape Cod Commission in support of Mashpee Commons, LP for the filing of a Notice of Intent to apply for a Development Agreement. And,to communicate separately to the Planning Board to request members of regulatory boards participate collectively to streamline processes. Motion seconded by Selectman O'Hara. VOTE: Unanimous. 4-0. Roll Call Vote: Selectman Gottlieb,yes Selectman Cotton,yes Selectman O'Hara,yes Selectman Sherman,yes opposed, none Discussion and Action on Draft#1 October 21, 2019 Town Meetin warrant: The Board of Selectmen conducted a review of Draft#1 of the October 21, 2019 Annual Town Meeting warrant. The following action was considered. To distribute funds in the proper accounts due to the actual bonds and premiums from the April 1, 2019 Bond issue. Correct typographical error. CPC—Acquisition of 12 Cypress Circle: A Letter of Interest was authorized to seely interest. Sewer Articles (2)-, Held JBCC Meeting August 5, 2019 at 6:00 p.m. to further review regionalized approach to wastewater treatment and discharge; Sewer Commission, Geoff Gregg of GHD would be invited to attend. Request GHD to review cost comparisons to pipe to base versus proposed treatment plant; pros with respect to regionalization, public meetings, education, outreach required. If Mashpee moves forward with JBCC, articles may be appropriate to fund engineering.
