MEMORANDUM To: Mr.Andrew Gottlieb, Chair,Board of Sel ectm en From: Evan R.Lehrer, Town Planner Date: June 26,2019 Re: Board of Selectmen Road Layout Policy CC: Rodney Collins, "own.Manager Catherine Laurent,DPW Director The Board of Selectmen 'in coordination with Town Counsel,the Department of Public Works,Planning Depart- ment, and Planning Board had developed a working draft of a Selectmen's Policy regarding road layouts.This working draft was never formally adopted by the Board of Selectmen. At their meeting of June 5,2019,the Planning Board reviewed the working draft of the Selectmen's "Road Layout Policy."The Planning Board and Consulting Engineer offered comments and suggestions to the policy which were incorporated into the working draft by planning staff. The changes are as follows: Paragraph 1,Line G: Changed'Licensed Professional Engineer'to'licensed Professional Land Surveyor.' Paragraph 2--3:Formerly one paragraph.Recommended to split in two as one pertains specifically to new subdivision roads,and the other to conversions of private to public ways. Paragraph 6:Establishes a minimum roadway width of 40'but provides a provision for a lesser width when certain circumstances dictate.Many older roads have widths of 30'-35'for example. -Paragraph S:Establishes a standard format. The Planning Board reviewed an updated draft of this document,including the changes listed above,at their meet- ing of June 19,2019 and voted unanimously to submit to the Board of Selectmen with a recommendation to adopt the policy as written..That document is attached hereto for consideration by the Board of Selectmen, The Planning Board requests that the Board of Selectmen consider adopting the attached policy on a future agenda.
