k <br /> Mashpee Waterways Commission Meeting <br /> Date:July 9,2019 <br /> Chairman Ken Bates convened the meeting at 9:00 AM in the Ockway Meeting room. <br /> Attendees: Ken Bates, Don MacDonald,Gregg Fraser, Richard Noonan.Also present:Jeff <br /> Smith <br /> Absent:Tim Leedham,Al Wickel and Steve Mone <br /> Minutes: <br /> The following minutes were approved by unanimous vote of those present:Tuesday June 11, <br /> 2019 regular session. Motion made by Don MacDonald and seconded by Greg Fraser. <br /> Appointments&Information Sessions: <br /> - No appointments made however, a brief discussion took place later in the meeting regarding <br /> an appointment from the Waterways Commission to the Mashpee Sewer Committee. <br /> Decision is recorded below within Committee reports <br /> Communications&Correspondence: <br /> - No correspondence received <br /> - Ken reported that all Articles have been turned into the Town Manager and the Board of <br /> Selectmen from Waterways.Also noted was that DNR submitted articles which may cover <br /> some of the same topics. It will be left to the BOS to select the verbiage they want. <br /> - Specifically noted was that DNR turned in an article relative to the creation and <br /> implementation of Town regulations of our waterways being moved to the BOS.The <br /> Waterways verbiage was modeled after Falmouth regulations whereas DNB's were not. It will <br /> be up to BOS and legal to review,determine the form they wish to go forward to the Finance <br /> Committee. <br /> - Gregg Fraser volunteered to produce a graphic/map of Ashumet Pond to support the Article <br /> relative to personal watercraft adding in the Town Line location. <br /> - Ken Bates noted that the Commission had voted at our June 11 meeting to support <br /> AshleyFisher's request for a moratorium on granting additional Shellfish licenses until a <br /> review of all our existing regulations takes place. <br /> Old Business: <br /> Harbormaster Report: <br /> - Jeff Smith reported that the office is fully staffed and all vessels are operational and out on <br /> the water. <br /> -The July 4th holiday period was busy but safe. No significant incidents reported. <br /> -Jeff reported that regular patrols are taking place on John's Pond and Mashpee/Wakeby <br /> Lakes. <br /> - It was noted that the office is dealing with concerns about speed at the end of Little and <br /> Great Rivers. <br /> -There was general discussion following Jeff's statement that there are developing safety <br /> concerns about wind and kite surfers on the waters near the waterway(channel)where there <br /> is significant boat traffic and limited areas of navigation.The harbormaster's office is not sure <br /> how they will handle this yet. It was mentioned that some towns designate a separate area <br /> for wind and kite surging to mitigate this issue. <br /> -There was a brief discussion about the storage of kayaks on the dinghy racks. It was stated <br /> that this is permitted as long as the kayaks are in fact used as dinghies and have a dinghy <br /> sticker affixed. <br /> DNR Director/Shellfish Constable Report(as noted above) <br /> -Quahog seed was delivered in early June and has grown from 2 millimeters to approximately <br /> 6 millimeters. The phytoplankton(quahog food)in the water at Little River has been good and <br /> high in concentration, until a zooplankton bloom came up and harvested a large portion of the <br /> phytoplankton.The phytoplankton blooms historically have been high in the summer months, <br /> and we are hoping that another bloom comes up soon.So far,the quahogs look healthy and <br /> we have plenty of room in the upweller systems for future growth. <br />
