3 <br /> Finance Committee <br /> Minutes <br /> April 25, 2019 <br /> Continued Review of May 6 2019 Annual Town Meeting Warrant: (continued) <br /> Annual Town Meeting Warrant: <br /> Article#2: Omnibus Budget <br /> The Finance Committee at their last meeting voted to not support the $91,000 <br /> Town Engineer position. This creates a discrepancy between the Town <br /> Manager's Recommended Budget and the Finance Committee Recommended <br /> Budget. <br /> The Town Engineer/Assistant DPW Director position was previously approved by a vote of <br /> Town Meeting, but not funded. This position is intended to assist the DPW Director as well as <br /> the Sewer Commission. The Finance Committee voted 3-2 on March 21, 2019 to reduce the <br /> Town Manager's Recommended Budget by $91,000, and not fill the position at this time. <br /> The remainder of the warrant was reviewed with minimal comment. <br /> Discussion followed regarding the FY2020 budget process. It was agreed it is an obligation of <br /> the Finance Committee to conduct due diligence to review the budget process and to set the <br /> expectation as a team. <br /> Finance Committee liaisons are encouraged to speak with their respective departments and to <br /> review budgets in detail if required. To improve on this process increased discussions regarding <br /> budgetary specifics early onset is deemed highly beneficial. For efficiency and effectiveness it <br /> was agreed the pertinent data would be requested beforehand. <br /> The Finance Committee is respectful of the Town employee's and of the Town Manager for his <br /> time, effort and responsiveness in moving forward. <br /> With the conclusion of Town Meeting it was recommended the Finance Committee request the <br /> budgetary actuals for the current fiscal year including the update of the 10-year projection. <br /> NEXT MEETING <br /> Monday, May 6, 2019—Annual & Special Town Meeting: 6:00 p.m. Mashpee High School <br />
