The Chair distributed and reviewed her notes from the meeting with town management on <br /> March 5, 2019. In attendance were Rodney Collins, Wayne Taylor, Dawn Thayer, Virginia <br /> Scharfenberg and Michael Talbot. <br /> The Indemnification Document and Community Garden Application was approved as <br /> presented by MCGAC which will be posted on the website along with the previously approved <br /> Rules and Responsibilities. <br /> For the upcoming season, monetary donations will go to the Conservation Department's <br /> Donation Account with a separate line item for MCGAC since it is too late this year to set up a <br /> revolving account for MCGAC. <br /> The Community Garden application fees will go to the Town's General Fund until MCGAC's <br /> Revolving Account can be set up. The Town will help with preparation of MCGAC request <br /> Bylaw change which is due in July for the October Town Warrant. Dawn Thayer, Finance <br /> Director/Town Accountant, said this should be ready in time for Board approval at its April <br /> 17'h meeting. She will also be the one to send receipt with valuation documentation for in- <br /> kind donations of such items as materials or supplies. <br /> When monetary donations are received by MCGAC, acknowledgement will be sent by <br /> MCGAC to the donor and then submit the donation to the Town Treasurer for deposit. <br /> The Community Preservation funds will become available immediately upon approval at the <br /> May 6, 2019 town meeting. MCGAC will submit any bills related to the community garden <br /> improvements directly to the CPC Committee and they will be applied to the CPC's MCGAC <br /> account. <br /> Reconstruction contracts of less than $1,000 need not go out to bid or be approved by the <br /> Town Manager. Any contract for a purchase valued over $1,000 will be submitted to the <br /> Town Manager for approval and may be subject to the bidding process if the contractor is not <br /> on the State bidding list. <br /> Town Counsel has advised that MCGAC can list donors on a sign or signs at the community <br /> garden location as well as on the website. We need to consult with the IT department about <br /> how and where to do this on the website. Michael Talbot urged everyone to get their friends <br /> and neighbors to town meeting to vote for the MCGAC CPC funds. <br /> OLD BUSINESS: <br /> Community Garden work date for March or early April: weed suppression, garden bed <br /> amendments, fence improvements <br /> There was a discussion on work dates for the community garden. Anthony Oliver stated he <br /> could do some of the work and put down some cover crops and the green manure. He said <br /> 2 <br />
