"The lot required mounding for <br /> the Foundation as it was located within the flood plain. " "A <br /> public hearing was Yield for variance requests, no abutters <br /> were present.11 "In ray opinion, this is not a Board of Health <br /> issue. " <br /> Board members agreed with Mr. Mc uaid's opinion. <br /> Mr. Greelish directed Mr, McQuaid to inform Mr. Ferguson <br /> in writing that a public hearing was Yield with no response <br /> From abutters and the issue no longer pertains to the Board <br /> of Health. <br /> APPOINTMENT: Daniel O'Neill - 13 Treasure Lane <br /> Mr. Daniel O'Neill and residents of the "Pirates coven <br /> area were in attendance For this - scheduled appointment. <br /> Mr. O'Neill stated there are two issues he would like t <br /> bring to the Board's attention. "I would life to upgrade any <br /> septic system which is separate and distinct issue from any <br /> renovations, alterations, additions or any changes to the <br /> dwelling," III will make the decision, whether or not l will <br /> renovate or alter my house after the septic system issue is <br /> resolved." "I may decide to sell the property, once the up- <br /> grade is completed, without any change in habitable space <br /> therefore, l feel this is a separate issue from anything to <br /> do with changes. " "I would like to revise plans to include <br /> 1500 gallon tank with three feet of crushed stone. " <br /> Mr. Greelish explained to Mr. O'Neill since the upgrade <br /> cannot meet Title v requirements it would still be subject to <br /> the same bylaw requirements. 'The emergency certification <br /> states the system is in failure and grants this Board author- <br /> ity to repair/upgrade the system based on a plan approved by <br /> a registered sanitarian or registered engineer, " "That de- <br /> termination is made by the Health Agents.
