6:27 p.m. Edward Coffey Jr., 31 Amy Brown Rd (RDA): The applicant requested the RDA <br /> permit to be withdrawn. The Agent explained why the withdrawal was recommended. The <br /> property has several infested pitch pines with turpentine beetle. All trees are located on the <br /> coastal bank and thus mitigation will be required. The homeowner has an existing open order of <br /> conditions for vista pruning which can be amended to in this request. The Agent <br /> recommended that the applicant withdraw the RDA and file for an amended order request for <br /> this work. Agent stated that the permit fee for an amended order will be waived as the RDA <br /> permit fee is the same amount. <br /> Resource Areas: Coastal bank, ACEC, LSCSF <br /> Motion: Mr. Smith moved to accept the withdrawal request, seconded by Mr. Sweet. Vote <br /> 5-0 unanimous. <br /> 6:30 p.m. Paul & Jaime Saganey, 28 Jeep Place (NOI): Tom Bunker (BSS Design) and <br /> Andrew Garulay (Yarmouthport Design Group) presented the project details on behalf of the <br /> homeowners. The project includes razing and replacing a single family home, construction of a <br /> detached garage, septic system upgrade, landscaping, hardscaping and mitigation plantings. <br /> When asked for his comments, the Agent stated that the NO[ application did not contain a project <br /> narrative that would address how the house razing/construction/detached garage and septic <br /> upgrade work would comport with the performance standards of the applicable wetland resource <br /> areas on and/or near this lot. The Agent had no other comments. The consultants went on to <br /> describe the project details. <br /> Arlene Wilson (AM Wilson Associates) provided feedback on the project proposal on behalf of <br /> some abutters and passed out a packet to the commissioners summarizing these concerns. <br /> Mrs. Wilson went on to describe the concerns verbally. An abutter (inaudible name) expressed <br /> concerns about project location in relation to Wilson's Grove Rd. Another abutter (Glen <br /> McCarthy) from 16 Jeep Place, who represented several other abutters, expressed concerns <br /> about the impacts of drainage from this property to surrounding areas and erosion issues. The <br /> Agent and commission recommended that the applicant request a continuance to provide <br /> additional information on this project. Continuance requested for July 25th, 2019 <br /> Resource Areas: Land Subject to Coastal Storm Flowage, coastal bank, coastal dune, buffer <br /> zone to coastal beach and Land Under Ocean <br /> Motion: Mr. Smith moved for a continuance to July 25th at 6:00 p.m., seconded by Mr. <br /> Sweet. Vote 5-0 unanimous. <br /> 6:33 p.m Richard Sahl, 351 Monomoscoy Rd (RDA): Proposed licensing of an existing dock. <br /> Jeff Rhyther of BSS Design described the project. The project is licensing of an existing dock <br /> with no proposed work. A new homeowner has purchased the house and the dock is <br /> grandfathered and does not have a local permit. In order to get,a state chapter 91 license for <br /> this dock, it must receive a local determination/permit first. The Agent recommended a negative <br /> determination. <br /> Resource Areas: Land Under Ocean, Land Containing Shellfish,'salt marsh, BVW. <br /> Motion: Mr. Smith moved for a Negative Determination, seconded by Mr. Dalton.
