MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> AUGUST 28,2019 <br /> Chairman Furbush mentioned one of the concerns listed on the email from Rockland Trust <br /> regarding the vehicles that will be entering and leaving through the new curb cut. Matt <br /> mentioned that he had a conversation with Mr. Carroll and the developer, and they would <br /> prefer that any construction activity moves through the site by that curb cut, however that <br /> curb cut is a right turn in only, and right turn out. So any trucks that would be taking a left <br /> would need to go out the access through Shellback. But construction traffic would utilize <br /> that curb cut. Matt said there will be daily maintenance of the driveway keeping it swept <br /> and clean for any customers. <br /> Attorney Kirrane said based on the discussions that his client had with the bank, they will <br /> address any concerns because they will be sharing that same access on that site. <br /> Sharon read an email letter dated August 28, 2019 submitted by Stephen Carroll, SVP- <br /> Director of Corporate Services of Rockland Trust. <br /> Stephen Carroll, with Rockland Trust approached the Board and said he met with the <br /> developer Mike Facchini after the July 24th hearing and said that they discussed the items <br /> that were read into the record.Jonathan agreed with his concerns regarding the construction <br /> vehicles going through the parking lot. Jonathan asked Matt when he will receive the State <br /> approval for the curb cut. Matt said it takes approximately three months, and could be <br /> longer depending upon the State's back log. Matt said that a vast majority of the <br /> construction vehicles will require access through the right turn in curb cut on Rte. 28, and <br /> the trucks might require using Shellback Way to exit if turning left onto Rte. 28. <br /> Chairman Furbush asked Mr. Carroll if he had an issue with what Matt proposed. Mr. <br /> Carroll said that he understands that if the construction trucks require to turn left,they have <br /> no choice than to use the access road. <br /> Jim Reiffarth asked Matt what would happen if they do not get the curb cub on Rte. 28. . <br /> Matt said he would have to return to the Zoning Board with a revised permit. Matt said he <br /> had discussions with DOT and a representative, and he is confident he will receive it. He <br /> said they only had informal discussions. Scott asked if they ever denied a curb cut. Matt <br /> said not to his knowledge. <br /> Jonathan wanted to make sure that Attorney Kirrane has seen Charlie Rowley's estimate. <br /> There are no issues. George read Charlie Rowley's estimate dated August 19, 2019 into <br /> the record. <br /> Sharon read the Conservation Department comments into the record. George read the <br /> Board of Health comments into the record. <br /> 3 <br />
